Box 707 Brigham City, UT 84302-0707 RE: Reissuance of Temporary Authorization for Associated Class 3 Permit Modification #MOD98.00729, EPA ID #UTD009081357 Dear Mr. Thompson: This letter is in response to Thiokol's request to reissue the Temporary Authorization that Thiokol was originally granted on March 16, 1998 and expired September 14, 1998. The Temporary Authorization allowed Thiokol to store rocket motors at its Promontory facility while the associated Class 3 Permit Modification procedures were conducted. The Permit Modification request, submitted on December 22,1997, was later amended to include treatment of rocket motors. On July 28,1998, the Temporary Authorization was expanded to allow treatment (rocket motor disassembly). In accordance with 40 CFR 270.42(e)(4), Temporary Authorizations may be reissued for one additional temi of up to 180 days if warranted, to allow the authorized activities to continue while the permit modification procedures are conducted. A 60-day public comment period has commenced and a public information meeting was held on September 2, 1998. Additional permit modification procedures are currently under way, therefore, Thiokol's request to reissue the Temporary Authorization is hereby approved. The Temporary Authorization shall remain in effect for an additional 180 days (until March 15, 1999), or until the Permit Modification is approved. Thiokol must conduct the authorized storage and treatment activities in accordance with the provisions outlined in the Class 3 Modification Request and the letter of July 21, 1998, and in compliance with all applicable standards of 40 CFR Part 264 for the term of the Temporary Authorization. In addition, Thiokol must notify all persons on the facility mailing list and appropriate units of state and local govemments ofthe request for reissuance ofthe Temporary Authorization. • Mr. Joe D.
