RE: Corrective Action Management Unit (CAMU) Plan Modiflcation
Dear Mr. Thompson:
This letter is written in response to Thiokol's request for a Class 1 Permit Modification to amend disposal
options for soils treated in the CAMU approved for operation at Thiokol's Promontory facility. The CAMU
plan was incorporated into Thiokol's Post Closure Permit in accordance with Pennit condition VII.D.6.f,
and is included in Appendix C ofthe permit as a Voluntary Cleanup Action. Thiokol proposes to dispose
of soil treated at the CAMU in the permitted, on-site, solid waste landfill once the soil is rendered non-
hazardous. The permit modification is necessary because this disposal option was not included in the
approved CAMU plan. Thiokol initially intended on shipping the treated, non-hazardous soils off-site for
metals reclamation.
Thiokol also proposes to include Solid Waste Management Unit (SWMU) #444, a dry well at building M-
19A, in the CAMU plan. The approved plan only included SWMUs #425 and #367. Photographic waste
streams were processed and disposed at building M-19A, and the soil from the dry well is contaminated with
the same metals as the other SWMUs included in the CAMU.
Based on the information that Thiokol has submitted regarding the changes to the CAMU plan, the Post-
Closure Permit Modification is hereby approved as requested. Thiokol must notify all persons on the facility
mail list ofthis modification within 90 days of receipt ofthis letter. Ifyou have any questions regarding this
letter, please contact Jeff Vandel at 538-9413.
Sincerely,
h Dennis R. Downs, Executive Secretary
