O.Box 144880 Salt Lake City, UT 84114-4880 Attention: JeffVandel Subject: Emergency Authorization to Bum/Detonate IR Flares Thiokol recently performed classification testing for the Department of Defense on the IR Flare to determine what could happen during a potential incident while in transit. These tests involved setting up several flares in a transportation configuration, and exposing them to a variety of conditions including fire. This test was completed at one of our remote test sites, T-75. After completion ofthese tests, an inspection ofthe flares showed that some ofthe flares had not completely bumed and some were missing ignitors and fuses. Due to these changes in the original intact flares, and other unknown conditions, we do not believe it is safe to transport these items to the burn ground for open buming. Thiokol requests an Emergency Authorization to bum or detonate these flares at our T-75 test area as soon as possible to help eliminate the potential hazard associated with these flares. Please contact Gene Ctirtis at (435)863-4479 ifyou have any questions or need additional information. Thanks for your assistance in this matter. Sincerely, J. D. Thompson, Director Environmental, Fire, Security & Medical Services
