Box 707 Brigham City, UT 84302-0707 RE: Addendum to the Part B Class 3 Permit Modification Request and Temporary Authorization #MOD98.00729 EPA ID #UTD009081357 Dear Mr. Thompson: This letter is in response to Thiokol's requested addendum to the Class 3 Permit Modification request, previously submitted on December 22, 1997. This addendum was received by the Division of Solid and Hazardous Waste by FAX on July 20, 1998 and addresses the disassembly of rocket motors prior to open buming. The modification request of December 22, 1997 addressed only the storage of rocket motors. With this addendum, however, Thiokol intends to modify its storage permit to allow storage and treatment of rocket motors for demilitarization projects, since the disassembly process meets the definition of hazardous waste treatment. On March 13, 1998, Thiokol was granted a Temporary Authorization pursuant to 40 CFR 270.42(e) to store Sprint rockets at the Promontory Facility. This Temporary Authorization expires on September 14, 1998. The July 20, 1998 addendum also requested that this temporary authorizafion be expanded to include the treatment (disassembly) ofthe rocket motors. Based on the information received in the addendum and the subsequent information submitted on July 21, 1998, also by FAX, Thiokol's request to include treatment in the Class 3 Permit Modification request of December 22, 1997 and the Temporary Authorization of March 13,1998 is hereby approved. Thiokol must conduct the authorized storage and treatment activities in accordance with the provisions oufiined in the Class 3 Modificafion Request and the letter of July 21, 1998, and in compliance with all applicable standards of 40 CFR Part 264 for the term of the Temporary Authorization. It its acknowledged that Thiokol will comply with the notification requirements of 40 CFR 270.42(c) as stated in the July 20, 1998 addendum request. Receipt of the $1000.00 permit modification fee is also acknowledged. This Class 3 Modification has been assigned tracking number 98.02877. Please use this number in all future references to this modification. References to the Temporary Authorization should include its assigned tracking number, 98.00729.
