SUBJECT: Utah Hazardous Waste Emergency Permit UT-12-98 Issued to the
Thiokol Corporation
Dear Mr. Hancock:
Enclosed is Utah Hazardous Waste Emergency Permit #UT-12-98 providing Thiokol authorization for
the storage of 4,883 pounds of waste propellant at the M-136 open buming facility. The waste, gas
generate pellets, was received from Autoliv on March 18, 1998. Due to unfavorable weather conditions
the waste could not be treated on the 1 Sth. Therefore, an Emergency Permit to store the waste until
conditions allowed treatment was required. It is understood that the waste was burned on the morning
of March 19, 1998.
This permit was effective on March 18, 1998, and expired on March 19, 1998. The pennit was issued
under the authority of 19-6-101 through 105, Utah Code Annotated, as amended and R315-3,19(a). If

Pursuant to the Utah Solid and Hazardous Waste Act, (the Act), 19.6.101-122, et. seq., Utah Code
Annotated as amended and the Utah Administrative Code (UAC) (R315-1 through R315-13 and R315-
50) as adopted by the Utah Solid and Hazardous Waste Control Board, an emergency plan approval
(herein after called "permit") is issued to the Thiokol Corporation (hereafter called the "Permittee"),
to store 4,883 pounds of waste propellant at the M-136 open burning facility. The waste , gas
generate pellets, was received from Autoliv on March 18, 1998. Due to unfavorable weather
conditions the waste could not be treated on the 18th. Therefore, an Emergency Permit to store the
waste until conditions allowed treatment was required. The U.S. Environmental Protection Agency
has authorized the Executive Secretary to issue such a permit under Section 3006(b) of the Resource
Conservation and Recovery Act (RCRA).
The Pennittee must comply with all the terms and conditions of this permit. The pennit consists of
the applicable portions of R315-1 through R315-13, R315-50, and R315-101 incorporated by
reference. Applicable mles are those which are in effect on the date of issuance of this permit.
This permit is based on the premise that the information provided to the Executive Secretary on March
18th and 19th, 1998 is accurate. Any inaccuracies or misrepresentations found in the application may
be grounds for the termination of this permit (see R315-3-19). The Permittee must inform the
Executive Secretary of any deviation from, or changes in the information in the application which
would affect the Permittee's ability to comply with the applicable regulations.
This permit is effective as of March 18, 1998 and shall expire on March 19, 1998 unless terminated
in accordance with ly 15-3-19.
