Subject: Application for Permit Modification of Thiokol's Corrective Action Management
Unit (CAMU), UTD009081357
Thiokol requests a Class 1 permit modification to amend disposal options of treated soils from
our Corrective Action Management Unit (CAMU). In July 1996, Thiokol submitted a request
to the Utah Division of Solid and Hazardous Waste to modify its Post-Closure Permit to
designate two Solid Waste Management Units (#425 and # 367) and a nearby treatment area
as a Corrective Action Management Unit (CAMU). CAMU designation was granted on 11
July 1997. The requested plan outlined the removal of soils contaminated with silver and
cadmium to risk based levels, and the treatment of soils with slaked lime to eliminate the
hazardous waste characteristic for cadmium. The plan indicated that "ifa recycling facility
willing to accept contaminated soils can be identified, precious metals in soils which are
excavated as part ofthis CAMU plan will be reclaimed" (Section 2.8 RECYCLE OF
METALS, p.6). Unfortimately, in the period between request submittal and the CAMU
approval, Barrick Mercur Gold Mines, Inc., Thiokol's planned reclamation facility ceased
their mining process and notified Thiokol that they will no longer accept our soils. Thiokol
has contacted other mines / mills in northem Utah, westem Nevada and southem Idaho, but
has been unable to identify another facility willing to accept our soils.
Thiokol proposes, following treatment as outlined in the CAMU plan, to dispose ofthe
nonhazardous soils as solid waste in our permitted, onsite, solid waste landflll. The proposed
landflll location is illustrated on Figure 1. The actual disposal area, including the depth ofthe
soil top and bottom will be submitted to the DSHW at the conclusion ofthe project, as part of
the CAMU report. An estimated 300 cubic yards of treated soil will be disposed in the
landfill. A sampling plan for the treated soils which will be sampled for toxicity characteristic
prior to disposal, is attached as Appendix 1. If any ofthe soils exhibit the toxicity
characteristic following treatment, the soil will be retreated with additional water and/or lime.
Approximately 30 days after retreatment, the soils will again be sampled for the toxicity
characteristic. This process will be repeated until the waste no longer exhibits a characteristic

of toxicity. If the soils cannot be rendered nonhazardous, they will be handled and disposed
of as hazardous waste.
Thiokol also proposes to include as part ofthe CAMU, SWMU # 444, a dry well from
building M-19A, which processed and disposed of photographic waste streams. The soils
from the drywell contain wastes similar in nature to the CiAMU sites, with no significant
quantities of volatile organic compounds (VOC). The laboratory report for volatile organics
and selected metals in soils fi-om #444 are enclosed with this request.

CORRECTIVE ACTION MANAGEMENT UNIT
SAMPLING PLAN
1.0 Thiokol Corrective Action Management Unit (CAMU)
The Utah Division of Solid and Hazardous Waste has designated two Solid Waste
Management Units (#425 and # 367) and a nearby treatment area as a Corrective Action
Management Unit (CAMU). SWMU #444 may also be included in the CAMU if approved by
the DSHW. The CAMU plan outlined the removal of soils contaminated with silver and
cadmiiun to risk based levels, and the treatment of soils with slaked lime to eliminate the
hazardous waste characteristic for cadmium. This Sampling plan will be used for verification
sampling ofthe excavated soils.
1.1 Soil Sampling
Following the treatment of contaminated soils, samples will be collected and analyzed to
verify that hazardous characteristics (metals) have been removed and the soils are no longer
hazardous. The samples will be analyzed using the Toxic Characteristic Leaching Process
(TCLP). These samples will be collected using a hand auger or scoop at points on a
systematic grid. The soils will be graded to approximately two feet depth on the building
M-572 asphalt surface. Sample locations will be defined by gridding the area of excavation
into 2 ft linear grids. Four samples will be analyzed using TCLP method. Each sample
will consist of a composite of three aliquots, totaling approximately eight ounces of soil.
Each aliquot location will be selected using a digital random number generator. The
samples will be 0-1 foot deep soil cores.
1.2 Sample Collection Methods
The samples will be collected using a stainless steel scoop and hand shovel, or scooped
directly into sampling containers in the following manner:
1) Using a decontaminated stainless steel scoop, or steel shovel, the desired quantity of
soil is collected from the surface ofthe sampling site and consolidated into one
container. Where the soil is loosely consolidated, samples are collected directly into
the sampling containers without use ofa scoop. Containers shall consist of precleaned
8 oz. wide-mouth glass bottles with a Teflon coated seal.
2) Custody seals shall be placed on the bottles, and the samples shall be stored in a cooler
or refrigerator at approximately four degrees Centigrade.
3) The samples will be transported to Thiokol's Environmental Laboratory for analysis.
1.3 Laboratory Analytical Methods
Analyses ofthe soil samples will be performed by a laboratory certified by the State of Utah to
perform the analyses using EPA approved TCLP method. The analytical results and other
relevant data (soil profiles, laboratory QA/QC, actual analytical methods, etc.) will be
organized and included as part of the CAMU Closure Report.
1.4 Quality Assurance
One field blank will be collected and analyzed with the four soil samples. Laboratory
QA/QC will conform to USEPA protocol and standards, and will be included as part of the
CAMU Closure Report.
1.5 Schedule
The soils will be sampled approximately 45 days after all materials from the SWMU's have
been excavated and treated (approximately 15 May 1998). Results should be available
approximately two weeks later, and will be submitted to the DSHW for approval prior to
disposal of treated soils.

U Indicates compound was analyzed for and was not detected, or the compound was detected but was

B Gas Chromatography and Mass Spectral Data Flag. This flag is used when an analyte is found in
