Box 707 Brigham City, UT 84302-0707 RE: Temporary Authorization Dear Mr. Thompson: This letter is written in response to Thiokol's request for Temporary Authorization to store Sprint rocket motors at Thiokol's Promontory Facility prior to open buming. Currently, Thiokol's Part B Hazardous Waste Storage Permit does not provide for the storage of waste rocket motors. It is understood that a draft class 3 permit modification has been submitted to the Division of Solid and Hazardous Waste (the Division), in order to incorporate waste rocket motor storage into the Permit. Thiokol has requested Temporary Authorization to store the rocket motors because the first motors are scheduled to arrive at the facility before final approval for a class 3 permit modification could be granted. Temporary Authorizations may be granted by the Executive Secretary, for a term of not more than 180 days, in accordance with the requirements and objectives outlined in 40 CFR ^270.42(e). To enable the permittee to respond to sudden changes in the type or quantity of wastes managed under the facility permit is one of the acceptable objectives for issuing a temporary authorization. It appears that the basis for Thiokol's request for a temporary authorization is consistent with this objective. Therefore, with this letter, a Temporary Authorization is granted to store waste rocket motors at its Promontory Facility. This Temporary Authorization shall be effective March 16,1998 and will expire on September 14, 1998. Thiokol must conduct the authorized activities in accordance with all applicable standards of 40 CFR Part 264 for the term ofthis authorization. In addition, upon receipt ofthis letter, Thiokol must send a notice to all persons on the facility mailing list to inform them about the Temporary Authorization Mr. Joe D.
