Box 689 Brigham City, Utah 84302-0689 Subject: Regulatory implications of receiving Alliant's waste propellant Dear Mr. Thompson: The Division of Solid and Hazardous Waste (the Division) has evaluated the Thiokol Corporation (Thiokol) proposal to accept for treatment off-site generated waste propellant from Alliant Techsystems. Based on information provided by Thiokol, it is the opinion of the Division that Thiokol would be operating a class I commercial facility. No gubernatorial or legislative approval is needed for this designation because of the facility's existing interim status for open buming/open detonation, the fact that Thiokol will be primarily buming Thiokol generated waste, and no increase in design capacity is required. Receipt of this letter provides approval for Thiokol to move forward with receiving the Alliant waste propellant. As part of the approval Thiokol will need to address or be aware of the following: As a class I commercial facility, Thiokol will be required to pay waste disposal fees. Please refer to the Utah Solid and Hazardous Waste Act, Section 19-6-118 for guidance on this subject. Thiokol will need to develop tracking records for waste propellant that is received for treatment. In addition, the Division is aware that some of the Alliant waste propellant will be reclaimed. The Division recommends that Thiokol determine which propellant is intended for treatment and which is intended for reclamation at the Alliant facility prior to transport. Until such time as Thiokol decides whether to modify the facility storage permit to add storage for off-site generated waste propellant, the Division will require all waste propellant to be treated within 24 hours of receipt. y s^JI Febmaiy 19, 1997 Page 2 '• Thiokol has proposed to utilize Alliant propellant production specifications as waste profiles to satisfy waste analysis requirements.
