Box 144880 Sah Lake City, Utah 84114-4880 Attn: Jeff Vandel Dear Mr. Downs Subject: Request for renewal of RD&D Permit dated June 16, 1994 for Thiokol Corporafion EPA # UTD009081357 Thiokol Corporation requests a one year renewal of our RD&D Permit as authorized in 40 CFR 270.65(d) to complete our study ofSolid Rocket Motor Disposal (SRMD). This renewal is needed to allow a more thorough study and gain additional processing data which will help us make a reasonable decision on the feasibility of such a process on a larger scale. I have reviewed our closure cost estimate and have determined that a small adjustment should be made to allow for inflation. This adjustment factor is 1.018 times the current estimate. This revision is calculated below. Ford. Please use this information to replace the old Financial Assurance Mechanism for the RD&D permit renewal. We are unsure how long this project will continue, but have been told that additional work with cryogenic washout techniques are still scheduled. We understand that this is the final renewal allowed under 40 CFR 270.65(d) and will schedule our RD&D work accordingly. The annual tank certification will be completed within 12 months ofthe previous certification, and will be submitted to the State within 60 days ofthe inspection as required under secfion D. R. Downs 14 March 1996 Page 2 IV.G.2 of our RD&D permit. If you have any questions or need additional clarification, please contact Gene Curtis at 863-4479.
