Thiokol's Longhom Texas plant is in the process of closing down. Explosive wastes were shipped to Thiokol's Promontory Facility for thermal treatment. These wastes were suppose to arrive late next week. However, after the tmck had left, our personnel discovered that the tmck was coming straight to Thiokol and would arrive several days early. This tmck is scheduled to arrive on Friday September 12 and will contain 30 boxes and 20 dmms of class 1 .ID explosive waste and contaminated debris. Thiokol's safety procedures require a handling evaluation and procedures in place prior to treatment of the explosives. The early arrival does not give us time to make preparations to safely handle this material. Therefore, Thiokol requests an Emergency Storage Permit to hold this waste until Tuesday the 16"' when we should be prepared to safely handle the waste. This waste would be stored.at_our Ml 36 OBOD Facility under my,direction. The boxes would be placed in a bum tray and covered. The drums would be stacked on pallets near the trays. All labeling and other RCRA requirements would be followed. Please let me know if the DEQ is willing to give Thiokol this Emergency Storage Permit to help us maintain a safe work practice.
