No comments were received at the Hearing or Public Information Meeting which was held by Thiokol Corporation at the Brigham City Library on May 5, 1996. This permit was originally issued on June 15, 1994 for the period of one year, and was renewed on June 16, 1995 for one additional year. This permit allows the storage of solid rocket motors at Building T-15 and treatment ofthe motors at Buildings T-93 and T-94. After approval to use the facility was granted by the Division on February 16, 1995 startup began. The process uses a jet of liquid nitrogen to cut propellant from the rocket casing. A flash and small explosion occurred after approximately 20 lbs. of propellant had been removed. The process is shut down while an investigation is conducted to see if safe operation can resume. The permit renewal was requested by Thiokol on March 15, 1996 "to allow a more thorough study and gain additional processing data which will help us make a reasonable decision on the feasibility of such a process on a larger scale." If approved, this permit renewal will allow Thiokol to operate this facUity for a period of one year beginning June 17, 1996. STATEMENT OF HEARING OFFICER FOR PUBLIC HEARING Thiokol Corporation Public Hearing to Accept Comments on a Request to Renew the RD&D Permit May 22, 1996 Brigham City Library 2:00 P.M. Hearing Officer: Jeff Vandel Thiokol Corporation Representative: Gene Curtis Ladies and Gentlemen, I call this hearing to order. This is a hearing to receive public comment on a request to renew the Thiokol Research, Development and Demonstration (RD&D) Permit for the period of one year. This permit was originally issued on June 15, 1994. Thiokol Corporation renewed the RD&D Permit on June 16, 1995 for a period of one year. With the expiration date of this renewal nearing, Thiokol Corporation has requested the RD&D permit be renewed for an additional year. Thiokol Corporation conducted a public meeting on the renewal request on May 8, 1996. This permit concerns the storage and treatment of solid rocket motors at the Thiokol Facility located in Box Elder County, Utah. If approved, this permit renewal would allow Thiokol to operate this facility for one additional year beginning June 17, 1996. This hearing is being held under the authority of Title 19, Chapter 6, Section 104 ofthe Utah Code Annotated, 1953 as amended. My name is Jeff Vandel. 1 represent the Utah Solid and Hazardous Waste Control Board and have been appointed by the Executive Secretary of the Board as the hearing officer. The public notice for this hearing and the associated public comment period was published in the May 1, 1996 edition of the Box Elder News and Journal, The Herald Joumal , Salt Lake Tribune, and the Deseret News. Additionally, notice of this hearing was mailed to members of the public who in the past have indicated a desire to be notified of such activities and was broadcast on KSL radio on May 15, 1996. The public comment period for this renewal request began on May 1, 1996 and will conclude on May 31, 1996. Copies ofthe RD&D Permit have been and are available for examination and public review at: the office of the Division of Solid and Hazardous Waste, 288 North 1460 West, Salt Lake City, Utah; and the Brigham City Library, 26 East Forest Street, Brigham City, Utah. Opportunity will be provided to any person desiring to participate in this hearing. Written comments concerning the renewal request to the Thiokol RD&D Permit will be received, and accepted for the record, no later than 5:00 P.M., May 31, 1996. If anyone desires to make an oral comment at this hearing, please indicate so on the attendance list. These proceedings are being recorded and a transcript of these proceedings will be available for public inspection at the Division of Solid and Hazardous Waste, 4th Floor of the Martha Hughes Cannon Health Building. This is an administrative hearing and as such there will be no cross examination of any participants. Those who have questions or comments to make should state their names and direct their questions or comments to me. 1 ask that you confine your remarks to the RD&D Pennit renewal request and related issues and limit your remarks to 10 minutes or less. Comments that are not pertinent may be ruled out of order. It is the policy of the Department of Environmental Quality that this hearing remain in session for at least one hour. If, during that hour, there comes a time when there is no one desiring to make a comment or ask a question, the hearing will be recessed. At the end of the hour or when there is an indication that someone would like to make a comment or ask a quesdon, the hearing will be reconvened and the record reopened. This hearing will then be concluded after all those who desire to make a comment have done so. NO COMMENTS Written comments may be subinitted in person to the Division of Solid and Hazardous Waste, Fourth Floor of the Cannon Health Building or they may be mailed to Dennis R. Downs, Executive Secretary, Utah Solid and Hazardous Waste Control Board, P.O. Box 144880, Salt Lake City, Utah 84114-4880. No comments wUl be received after 5:00 P.M. on May 31, 1996.
