RE: Solid Rocket Motor Disposal Facility
Permit Renewal Request
Dear Mr. Thompson:
On March 15, 1996, the Division received a request from Thiokol to renew the Solid Rocket Motor
Disposal Facility's (SRMD) Research, Development and Demonstration (RD&D) Pemiit. The
permit was originally issued on June 16, 1994 for the period of one year, and was renewed for an
additional year on June 20, 1995. The Division also acknowledges that an updated closure cost
estimate was submitted with the permit renewal request, and that the Financial Assurance
Mechanism for the facility was updated last October.
A public information meeting on the permit renewal was held on May 8, 1996 and a public hearing
associated with a 30-day public comment period was held on May 22, 1996. These meetings were
advertised in local newspapers and on KSL Radio. No comments were received from the public at
either of these meetings.
Your request for a one-year extension of the SRMD RD&D Permit is hereby granted. This permit
is effective for one additional year as dated and shall remain in effect until June 21, 1997, unless
revoked and reissued [pursuant to R315-3-15(a) or b] or terminated [pursuant to R315-3-16] or
continued in accordance with R315-3-11(d) and R3I5-3-22(d). All conditions within the permit, as
issued, will remain in place throughout the one-year extension. Enclosed is a signature page to be
added to the Executive Secretary statement at the beginning of Volume I.
Be advised that prior to use of any of the tanks listed in section IV.B. of the RD&D permit, a
certified inspection must be conducted and the certification report must be submitted to the
Executive Secretary, in accordance with section IV.G.3.
