Subject: Discharge of Groundwater Sampling Purge Waters to UPDES Permit No.
UT0024805 Facility, UTD009081357
Thiokols UPDES Pemiit No. UT0024805, Part III, SectionK, Industrial Pretreatment,
requires written notification to Utah DSHW and USEPA Region VIII Waste Management
Director ifany substance is discharged to the sanitary sewer which would otherwise be
considered a hazardous waste. This notification must be made within 180 days after the
discharge begins. This letter provides notification that beginning 2 May 1996, purge waters
from Thiokols groundwater monitoring well sampling program have been disposed into the
E-541 wastewater treatment plant. Also, groundwater analytical samples will be placed into
the M-422-waste\vater treatment in the future.
The monitor wells are sampled under the September 1992 LTTA Post-Closure Permit on a
semiannual schedule. Sampling typically runs for four to six weeks in Spring and Fall of each
year, and between 100 and 500 gallons ofpurge water are produced per working day. The
water is collected in a 300 gallon tank and periodically discharged into the 80,000 gallon E-
541 plant equalization basin. In addition, laboratory analytical samples ofgroundwater, less
than 50 gallons per semiannual sampling episode, will be placed into the M-422 wastewater
treatment facility. This groundwater is listed as a F039 waste (leachate), and consists of
water contaminated with low concentrations (ppb to low ppm) of volatile organics. Specific
data concerning levels ofcontamination in these wells have been submitted semiannually or
quarterly to the UDSHW since 1987. Quantities and concentrations of contaminants are very
small and Thiokol does not believe they will upset or flow through M-422 or the E-541
facility.
