Re: Permit Writers Guidance for Open Burning and Open Detonation
The enclosed guidance document has been developed by the Division to provide Utah facilities with
an overview of technical issues related to the treatment of hazardous waste by open buming or open
detonation. This guidance supplements information presented in EPA's general Subpart X guidance,
RCRA, 40 CFR Part 264. Subpart X, Draft Permit Writers. Technical Resource Document, October
1993. When used in conjunction with general permitting guidance and applicable section of R315
of the Utah Administrative Code, this document shouW assist the permit writer in evaluating the
completeness of the permit application. The permit writer should understand that site-specific
conditions may demand additionial requirements and that this guidance only addresses the open
burning or open detonation portion of the facility.
