Box 144880 Salt Lake City, Utah 84114-4880 Att: Mr. Otis Willoughby Dear Mr. Downs Subject: Request for Concurrence Regarding Permit Requirements to Treat Prior to Processing at a NPDES Facility On April 30 I spoke with Mr. Otis Willoughby regarding the need for a treatment Permit to pre-treat various waste waters prior to placement into the M-705 treatment plant. Mr Willoughby was asked, can we perform various physio-chemical treatment processes outside the permitted system at M-705 prior to introduction into the NPDES process. This treatment would be performed in drums or tanks and would be needed to make the waste water fully treatable at the pfocess plant. The pre-treatment might include such processes as metal chelafion, metal precipitation, ion exchange, oxidation/reduction and chemical conversions. Mr. Willoughby said that he had spoken with various people within the DSHW and that they would consider this type of waste water pre-treatment to be within the scope of the NPDES permit, so long as all permit conditions were met.
