Subject: Closure of Septic Tanks under Consent Order UIC93-1, UTD009081357
Consent Order UIC93-1 with the Division of Water Quality stipulates that all site
assessments and correcfive actions of Class five injection wells shall be completed under
provision ofthe 1 September 1992 Thiokol Post Closure Permit, administered by the Utah
Division of Solid and Hazardous Waste. Order UIC93-I also stipulates that site assessment
and con'ective action of septic tanks which received industrial wastes, shall include plugging
and abandonment ofthe tanks according to the Injection Well Plugging and Abandonment
Plan (Shallow Class VInjection Well Plugging Procedures) submitted to the DWQ in
January 1993. This plan requires nofification and concunence ofthe Utah DSHW and DWQ
prior to the start of closure activities for septic tanks.
Of forty-seven Thiokol septic tanks, two contain sludges which have hazardous constituents
at levels which may be regulated, nine received industrial wastes but do not contain
hazardous constituents at regulated levels, and thirty-six received only domestic-type wastes.
Workplans for investigating drainfields for the first two septic tanks were submitted to the
DSHW in March 1996 for approval. Investigation activities for these two fields will
commence upon plan approval. None ofthe other associated drainfields contain waste at
regulated levels. Analytical data for these sites are available upon request. As outlined in
Section 6.0 of Shallow Class V Injection fVell Plugging Procedures, hazardous waste
sludges will be removed from the two applicable tanks and disposed of in accordance with
the Utah Administrative Code (UAC) R315. All ofthe septic tanks that received industrial
wastes will be filled with clean fill material, and the concrete lids replaced to act as requisite
caps.
