Thompson, Director Waste Management and Environmental Services Thiokol Corporation P.O. Box 689 Brigham City, UT 84302-0689 RE: Results of the compliance evaluation inspection Dear Mr. Thompson: Representatives of the Division of Solid and Hazardous Waste conducted a RCRA compliance evaluation inspection ofthe Thiokol facility in August of 1996. Based on the observations made during the inspection, it appears that Thiokol is in compliance with the terms of all permits and all applicable regulations. One item of concern that was pointed out to your staff at the end of the inspection dealt with the accumulation of propellant prior to reclamation at building M-528. The Division would like to recommend that Thiokol ensure that records are maintained showing the amount of propellant that is on-hand and designated for reclamation, at the beginning of the year, the amount of propellant added during the year, and the amount remaining at the end of the year. These records will allow Thiokol to show that the facility is complying with the speculative accumulation regulations [40 CFR 261.1(c)(8)]. Ifyou have any questions regarding this letter, please contact Jeff Vandel at 538-9413. Sincerely, )ennis R.
