Box 689 Brigham City, UT 84302-0689 Re: 1996 Work Plan Dear Mr. Thompson: On January 23, 1996, Robert Powers and Otis Willoughby of my staff met with members of the Thiokol Environmental Office to discuss the environmental projects that will take place during the coming year. Among those items discussed were groundwater monitoring plans. The LTTA Post-closure permit is still in effect and requires a great deal of effort in sampling, analysis, and reporting. There are plans underway for several additional monitoring wells to be placed this spring. There is also the ongoing monitoring program for the wells already in place. The following items were also discussed: Partial Closure of the M-225 Bum Grounds, OB\OD (Subpart X) permits, closure reports for the sites that were contaminated with silver, closure reports for the M-186 ponds, permit modifications, and the closure or renewal of the T-93 RD&D Area. This is an extensive list that requires a large effort on the part of your staff On the same day of the meeting, Otis and Robert were informed that another reduction in force is scheduled for March. Based on the projected environmental work at Thiokol, we would like to express our concern over any reduction in the manpower and associated expertise of your staff It is the Division ofSolid and Hazardous Waste's desire that Thiokol will recognize the importance of the Environmental Office to ensure Thiokol can continue to meet the requirements for protection of human health and the environment.
