Thiokol was recently issued temporary authorization to store hazardous materials at
our T-93/T-94 facilities for a longer length of time than allowed under our RD&D
permit. Our first full scale nitrogen washout began on February 24, 1995 at the T-93
facility. As you are aware, an unexplained flash occurred during this first washout
attempt. No injuries occurred and only minor damage to the equipment resulted.
Despite the minor severity of this flash, Thiokol is concerned and is currently
performing a detailed investigation as to the cause of this event.
In the interest of preserving evidence that might help us determine the cause of this
flash, we need'to store'the hydrolysis tank containing the washed out propellant for
longer than our temporary authorization allows.
A previous extension was requested in a letter to the state dated March 13, 1995.
This request was granted in a letter from the State to J. D. Thompson dated March
15, 1995. This extension expires March 24, 1995. Safety has informed me that their
investigation is still under way and they are not yet ready to move the hydrolysis tank
from the bay to the pad.
Thiokol requests an additional 14 storage days beyond our previous extension to
allow Thiokol's safety department the additional time they need to complete the
investigation in the bay area; This extension, if granted, will take us up to April 7,
1995. The safety department assures me that this will be adequate time to complete
the bay investigation portion.
