Box 144880 Salt Lake City, Utah 84114-4880 Dear Mr. Downs: ATTENTION : Otis Wiilloughby SUBJECT: Partial Closure Plan M-13 6 Burn Grounds On 16 March 1995, the 180 day closure period specified in 40 CFR 265.113 for the Partial Closure Plan M-136 Burn Grounds will expire. Many of the closure activities outlined in the closure plan have been completed, yet other activities remain. Those activities remaining to be completed are as follows: 1) Finalize comparison of samples collected within the area of concern to the background samples. 2) Dispose of the residue from the burn trays and remove the burn trays. 3) Restore the site by backfilling with natural soils and regrading to fit surrounding contours. 4) Obtain certification of closure from an independent professional engineer. The closure plan states that field work will be performed only during the dry weather season, typically April through October. As indicated, there is some field work remaining to be completed for the closure. It would be advantageous to excavate and dispose of the residual material when the soil moisture content is less than it currently is. Thiokol Corporation requests a 90 day extension of time from the Division of Solid and Hazardous Waste to complete these closure activities. Your consideration of this time extension request is P.O.
