Subject: Request for Additional Storage Time Under Thiokol's Temporary
Authorization Number MOD95-00764, EPA #UTD009081357
Thiokol was recently issued temporary authorization to store hazardous materials at
our T-93/T-94 facilities for a longer length of time than allowed under our RD«feD
permit. Our first full scale nitrogen washout began on February 24, 1995 at the T-93
facility. As you may be aware, an unexplained flash occurred during this first
washout attempt. No injuries occurred and only minor damage to the equipment
resulted. Despite the minor severity of this flash, Thiokol is concerned and is
currently performing a detailed investigation as to the cause of this event.
In the interest of preserving evidence that might help us determine the cause of this
flash, we need to store the hydrolysis tank containing the washed out propellant for
longer than our temporary authorization allows. At this point in time, we are unsure
how long this investigation will take because our approach is not yet fully defined,
Thiokol requests approval to store the hydrolysis tank in the bay for an additional 7
days beyond our 21 day allowance, and on the hydrolysis pad for an additional 7 days
beyond our 7 days allowed in our temporary authorization. We will endeavor to
complete this investigation as quickly as possible so that additional storage time will
be kept to minimum,
