Box 144870 Salt Lake City, Utah 84114-4870 Dear Mr. Ostler Subject: Cessation of All Unpermitted Wastewater Discharges Reference: Stipulation and Consent Order Docket Number UIC93-1 All unpermitted wastewater flows at Thiokol's northern Utah manufacturing plant were eliminated on or before 31 May 1995, as required in Order Item #6 of the referenced Consent Order. Documentation of every flow collected/eliminated is now being prepared and will be sent as soon as the sewer line work is complete. We are also pleased to note that the pollution prevention report for July is the only provision of Order Item #6 still pending. We have not yet connected four (4) wastewater discharges to the sanitary sewer. However, operations in the buildings generating the discharges have been modified to ensure that no unpermitted flow will occur.. The discharges include one in the Manufacturing Area (M-86) and three in the Plant 78 Area (M-191, M-338, and M-585). In each case, the operation(s) generating the waste in the building have been temporarily stopped until the connections are complete. Connections to Buildings M-86 and M-191 will be complete in less than a week. The boiler at M-338 has been shut down for the summer and will not generate wastewater until this fall. And the cooling units at M-585 will not be turned on until the wastewater can be collected. Detailed inventories at each building have also revealed uncontaminated water flows which go directly to the ground. These include overflow water from swamp coolers, once-around cooling water, drinking fountain water, and water flowing to keep it fresh. Ostler, Director 1 June 1995 Page 2 Thiokol has connected nearly 200 wastewater flows (including domestic septic tank systems) to the sanitary sewer system in a very short period. We are pleased that the project has gone smoothly and that the new wastewater treatment plants are performing properly. As a result, we are in compliance with all aspects of the Consent Order. As mentioned, we are developing documentation for our compliance and will forward the information as soon as possible.
