DATE: August 17, 1995
SUBJECT: U.S. Air Force Plant 78^
As we talked about previously, the Air Force is in the process of transfering ownership of Plant
78 to Thiokol Corporation: This site is adjacent to Thiokol property and is currently managed
by Thiokol Corporation.
The USAF Aeronautical Systems Center, Acquisition Environmental Management (ASC\EM)
at Wright-Patterson AFB has prepared a draft Environmental Baseline Survey to list all
environmental concems at Plant 78. Table 3-7 within that report listed several sites that fell
under the CERCLA authority.
It is the position of the Division of Solid and Hazardous Waste, that all sites at Plant 78 will
remain under RCRA jurisdiction as long as Thiokol remains an active facility. The Division will
oversee all hazardous waste management and corrective action at these sites.
