Re: Solid Rocket Motor Disposal Facility
Conditional Approval
Dear Mr. Thompson:
The Division conducted construction certification inspections of the Solid Rocket Motor Disposal
Facility (SRMD) on January 17, and February 13, 1995. These inspections were conducted in
accordance with 40 CFR 270.30(l)(2). Several discrepancies with the permit were noted in the
January 17th inspection. These construction-related changes were addressed by Thiokol in the
Class 1 permit modification submitted to the Division on February 8, 1995. This modification (95-
00620) was approved on February 16, 1995.
It was noted in the February 13th inspection that the High Temperature Oxidizer (HTO) Reactor
has yet to be installed. Prior to final approval of the SRMD, Thiokol shall submit to the Division
a certification, by a Registered Professional Engineer, that the HTO Reactor is completely
installed and that it meets all specifications outlined in the permit.
The Division hereby grants conditional approval for Thiokol Corporation to begin operation of the
SWMD facility. Final approval of the facility may be granted only after the HTO Reactor has
been completely installecj.
The Division requests that Thiokol notify our office three days in advance of when start-up at the
facility is scheduled, so that our representatives may observe the operation.
