FOR A CLASS 3 MODIFICATION TO THE THIOKOL
HAZARDOUS WASTE STORAGE PERMIT

This fact sheet has been developed by the Executive Secretary for the Utah Solid and Hazardous
Waste Control Board (Control Board). The purpose is to discuss the draft Class 3 Permit
Modification that the Control Board proposes to issue to the Thiokol Corporation [the
Permittee], under the authority ofthe Utah Solid and Hazardous Waste Act. The Class 3 Permit
Modification would modify operations under the Thiokol Hazardous Waste Storage Permit at the
Thiokol facility in Box Elder County, Utah.
A. PURPOSE OF THE PERMITTING PROCESS
The purpose of the permitting process is to develop the specific requirements necessary
for the Permittee to comply with the Utah Solid and Hazardous Waste Act as amended,
and regulations promulgated by the Control Board in the Utah Administrative Code
(R315).
Utah is federally authorized to administer and enforce the Resource Conservation and
Recovery Act (RCRA) of 1980 and most ofthe Hazardous and Solid Waste Amendments
(HSWA) of 1984, within the State, in lieu ofthe U.S. Environmental Protection Agency
(EPA). The Utah Solid and Hazardous Waste Act is the State statutory authority to
regulate the management of solid and hazardous waste. The Utah Solid and Hazardous
Waste Act defmes the power of the Control Board. The administrative authority for the
Control Board, to approve and issue RCRA hazardous waste permits, has been delegated
to the Executive Secretary of the Control Board. EPA maintains an oversight role over
the State's authorized program.
The Executive Secretary has prepared this draft Class 3 Permit Modification which sets
forth the details of the modification.

B. PROCEDURES FOR REACHING A FESAL DECISION
Utah Administrative Rule R315-3-26 requires that the public be given at least 45 days
to conrnient on each draft Class 3 Permit Modification. The comment period will begin
on May 15, 1995 and end on June 29, 1995 at 5:00 PM.
The administrative record consisting of the draft Class 3 Permit Modification and this
Fact Sheet may be reviewed Monday through Friday between 8:00 AM and 5:00 PM,
at the offices of the Executive Secretary at the address listed in this fact sheet and at the
Logan City Library, 225 North Main, Logan, Utah. A third copy is available at the
Brigham City public library. (Address is provided below.) Questions conceming the
draft permit or the administrative procedures should be directed to:

Public comments will be accepted until 5:00 PM on Thursday, June 29, 1995. All
persons wishing to comment on any of the permit conditions should submit those items

The purpose of these public hearings will be for interested parties to make comments
which will be officially entered into the record. Those wishing to make comments at the
formal public hearings are also encouraged to submit those comments in writing.
The Executive Secretary will consider all written comments received during the public
comment period and the public hearings, when making a final decision on this draft
permit. Notice will be given to the applicant and each person who has submitted written
comments or requested notice of the final decision. (The final decision shall become
effective upon issuance of the permit decision.)
FACILITY DESCRIPTION
Thiokol manufactures large, solid propellent rocket motors and military munitions. The
main Thiokol Plant is located thirty miles northwest of Brigham City, Utah and ninety-six
miles north, north-west of Salt Lake City in Box Elder County, Utah and covers 19,378
acres. Transportation access to the site includes Interstate Highway 15 from the north or
south. Interstate Highway 84 from the west via Utah State Highway 83 which runs
adjacent and provides access to the plant.
D. MODIFICATION ORGANIZATION
1. The following modules are affected: Module II, General Facility Conditions and
Module III, Containers.
2. The following attachments are affected: Attachment 1, Waste Analysis Plan and
Attachment 13, Hydrazine Treatment at T-29.
E. SUMMARY OF PERMIT MODIFICATION
The following sections provide a brief summary of the changes:

Change 1 - Attachment 13 - Modifies the procedure for the dilution of Hydrazine with
water to allow a final concentration of five percent to fifty percent by volume of
hydrazine.
Change 2 - Module II, General Facility Conditions and Attachment 3 - Changes the
yearly training required for "on board" personnel to reflect current needs.
Change 3 - Module III, Containers - Adds additional "D", "P", and "U" waste codes to
the ones currently authorized.
Change 4 - Module III, Containers - Allows the storage of solids that do not contain free
liquids in gondolas.
Change 5 - Attachment 1 - Modifies the Waste Analysis Plan and Thiokol Environmental
Laboratory Quality Assurance Plan to incorporate the latest technology (Such as
specifying analytical procedures from SW-846 issued July 1992), and incorporating the
latest information on topics such as waste stream analysis requirements.

MODULE I
STANDARD PERMIT CONDITIONS
Module I of the permit sets forth the standard procedural conditions that are applicable to all
hazardous waste management facilities. The column entitled "Regulation/Utah Code Annotated"
provides the Utah statutory authority for the permit condition specified in the column entitled
