Lewis Environmental Engineer Acquisition Environmental Management ASC/EM(D) Building 8 1801 Tenth Street, Suite 2 Wright-Patterson AFB, OH 45433-7626 Dear Ms. Lewis: The Utah Division of Solid and Hazardous Waste (DSHW) received the Second Draft Environmental Baseline Survey (EBS) for AFP\78 on June 26, 1995. After a thorough review of the document and the attached Related Environmental Factors Report (REFR), the DSHW has no major conunents. The DSHW believes there is nothing in the EBS, the REFR, or any on-going investigation to preclude the transfer of AFP 78 to Thiokol Corporation. ' However, please be aware that Table 3-7 of the EBS lists AFP 78 sites designated under either RCRA or CERCLA authority. Under an agreement with the Utah Division of Emergency Response and Remediation (DERR) and the DSHW, as long as Thiokol remains an active RCRA facility, all sites at AFP 78 will fall under RCRA jurisdiction.
