HomeMy WebLinkAboutDDW-2024-008710Cedar Point 27089 ER After Action Hotwash Response by: RWAU AND DDW Timeline: September 20, 2023 – September 21, 2023 September 20, 2023 5:30 PM, the Water Operator for the Big Plains (BP) Water District received a phone call from a local resident indicating that they had no water. The Water Operator responded and found the pumps for 2 wells were running but not pumping any water.9:30 PM – Terry Smith from RWUA receives a phone call from Trevor at Cedar Point reporting Water Level in Tank fell 4-5 feet below pump. Terry suggested stopping pumping to bring up the water level. At this time, they did not contact Ryan with DDW. September 21, 20238:15 AM – Paul Wright Receives a call from Ross reporting Cedar Point’s wells are not pumping water and they “notified the State” which was RWUA. Paul then sent out the first email to start the process on Hauling permit and contacted Dave Jessup the Operations Manager. Dave was in an ER Response meeting at the time and was able to jump into action to get help from St George and Hurricane to haul water and was also able to receive help from Apple Valley as well as working with Hilldale to haul water. Paul in the meantime was getting approvals for water hauling permits. Paul also contacted Tom McOmie and he started the ERT to keep in communication with the current situation.10:00 AM – Ryan Dearing Contacted Jenna the town clerk of Cedar Point who confirmed the town was out of water. Ryan sent the template and helped Jenna with edits to an official Public Notice. 11:45 AM Paul got a call from Brie at the Washington County WCD (WCWCD). They are taking out the hauling trucks and totes. He told her about the hauling approval for the vessels.5:45 PM -Boil Advisory Public Notice Posted.. September 22, 2023 9:45 AM Jessica processed the emergency water hauling permit.Water hauling permit has been approved. 10:15 AM Paul received a call from Ross with an update where he states the water system had a perfect storm of events. Jessop Well- Had not actually gone dry but that the pump was running but not pumping. They have Southwest Pumps coming today to pull the well pump and install a new one. Ross mentioned this should be happening at around 1 pm today. This will give them about 30 gpm, and will be able to keep them afloat with water restrictions. New Cooke Well - Had the water levels drop completely and go dry. They are still trying to determine what may have caused this. They are hoping to figure out the recharge rate of this well and throttle it down so they can at least get some water production. Water hauling - They have started water hauling, but may not need to do that after the Jessop Well is up and running. 1 Million Gallon Tank - They had just recently installed new level sensors on the tank. When the operator Trevor checked, the tank was reading about 800,000 gallons, but apparently the sensor had stuck and he didn't physically check the tank over a period of time to see if what he saw matched the sensor. This is apparently why the tank went dry, because of no physical check, and because the Jessop Well pump burned out and New Cooke was not pumping. 5:00pm Cooke Well- Is now running at 10 GPM. Jessop Well - Has had a new pump installed. September 23, 2023 5:15 pm Update from Barratt Nielson. The wells are running and producing about 50 GPM . The lines are filling up slowly giving water to some residents as it fills up. September 24, 2023 5:15 pm.Paul talked to Ross Gregerson. They have been able to keep the Jessup well running and it is actually pumping at about 40 gallons per minute. They have also been able to throttle down the New Cook well (WS004) to 20 gallons a minute. This gives them a total of about 60 gallons per minute. September 27, 2023 11:30 am Ross Gregerson called Paul. They are now pumping 60 GPM from New Cook Well and 33 GPM from the Jessop Well. October 2nd, 2023 Currently waiting on clean samples to be able to lift the boil advisory. October 3rd, 2023 9:30 amThe boil advisory was lifted as of October 3rd after we received lab reports of 3 clean bacteria samples. RECOMMENDATIONS: Checking Tanks and levels physically checking and not relying on SCADA. More Training with Trevor will be needed. Cedar Point should have contacted DDW right away to be in communication with DDW not RWAU. Need to have followed ER Response Rule Policy if there is any loss of pressure. RWAU will adopt policy to contact DDW when they learn of an emergency situation, as well as advising the PWS to contact DDW.
