DESCRIPTION OF CHANGES
The Tooele Chemical Demilitarization Facility (TOCDF) has installed an isolation valve
(diaphragm valve 1 "-V-9208) on the Spent Decon and Process Water (SD/PW) line for the
Liquid Incinerator No. 1 (LICl )\furnace. The installation of this valve will eliminate the
need for a Demilitarization Protective Ensemble (DPE) entry and associated hazards to
entrants. Additionally, the location of this valve will provide local control of the isolation
valve to maintenance workers.
The previous configuration of the SD/PW line included a flow switch located after the 3-
way valve. Erroneous activation of this flow switch had caused the LIC secondary burner
to shut-down. To eliminate this problem, TOCDF has permanently removed the flow
switch^ (13-FSLL-230) and associated alarm (FALL-230) from the process water line.
Drawing TE-l-D-527, Sheet 1 of 2, Revision 27 has been updated in conjunction with the
modifications described above. A "Revised-as-Built" drawing is submitted at this time. The
table starting on page B describes" any interim changes made to this drawing (those falling
between the revision in the Permit and the revision corresponding to as-built conditions).
This modification request should be classified as a Class 1 permit modification. The
installation and use of the equipment referenced above provides protection that is equal to
or better than the existing equipment. These changes do not substantially alter the permit
conditions or reduce the capacity of the facility to protect human health or the
environment.
The changes described in this modification request are addressed in ECP EN-4280 and EN-
4365.

FACILITY IMPACT
An isolation valve (diaphragm valve 1 "-V-9208) has been installed on the SD/PW line for
the LICl furnace system. Additionally, flow switch 13-FSLL-230 and associated flow
alarm FALL-230 have been permanently removed from the SD/PW process water line.

HEALTH/ENVIRONMENTAL IMPACT
These modifications will help to ensure uninterrupted processing of liquid agent and Spent
Decontamination Solution through the Liquid Incinerator Furnace System, and eliminates
the need for DPE entries into the Toxic Cubicle (TOX) for maintenance of the flow switch.
