Dear Jodi Davis:
According to the Division of Drinking Water’s (the Division) records, Liberty Pipeline Company
currently operates a corrosion control treatment plant on the Cutler Canyon Springs. In
accordance with R309-215-6(2), this facility is subject to additional monitoring requirements not
previously assigned. Additionally, after review, the monitoring requirements for the Durfee Creek
Well (WS010) have been increased to conform with applicable portions of R309-205.
Liberty Pipeline Company is now required to collect the following samples at the Cutler Canyon
Spring TP No Chlorine (TP001) and the Durfee Creek Well Iron Mn TP No Chlorine (TP010) at
the given frequencies:

A- Once sample results for these parameters are received, the routine monitoring frequencies will
be determined.
Sample Location
Cutler Canyon Spring TP No Chlorine (TP001)
The samples described above shall be collected from a location which represents the Cutler
Canyon Springs water after it has undergone treatment and before it enters into the distribution
system. In the event that Cutler Canyon Spring TP No Chlorine (TP001) is not accessible, the
described samples shall be taken at the first available connection.
Please label all samples collected as TP001 for both the Facility ID and Sample Point ID on all
laboratory paperwork.
The chemical samples required under R309-205 representing Cutler Springs were previously
collected under the facility ID SS230 (Sampling Station - 01 02 03 04 05). These monitoring
schedules have been moved to the treatment plant (TP001) facility ID. Please continue to collect
the source samples given on waterlink.utah.gov at the locations described above.

Samples representing the Durfee Creek Well post treatment shall be collected from the same
location as the Iron, Manganese and pH samples have been collected from in the past.
Lab Measurements
Please send the required monthly Alkalinity, Calcium and TDS samples to a certified laboratory.
Field Measurements
Please collect the monthly pH and Temperature samples in the field using a calibrated pH probe
and thermometer. pH and Temperature measurements are impacted by environmental factors such
as exposure to the atmosphere, carbon dioxide off gassing and oxidation.
Since these samples will not be sent to a certified laboratory, monthly measurements for pH and
Temperature shall be reported to dbkruse@utah.gov by the 10th day of the following month using
the enclosed template. Failure to submit the described samples will result in monitoring violations
and IPS points assigned to the system.
Durfee Creek Well Iron Mn TP No Chlorine Monitoring Frequencies
In accordance with R309-205, active drinking water sources must be monitored for six classes of
chemicals at varying frequencies, based on sample results. The Division does not have a record of
current sample results for the parameters listed in the table above for this facility. Please submit
the listed samples by the given due dates. Once the results are received, the routine monitoring
frequencies will be determined.

Customer Complaint Response
In accordance with R309-105-18(1)(c), reports of discolored water shall be investigated as an
emergency incident and must be reported to the division within eight hours of receiving the
complaint. The Division can be contacted twenty-four hours a day through our emergency
response line at 801-560-8456.
Water systems are responsible to respond to all customer complaints, including receiving,
tracking, investigating, and taking reasonable action to resolve the complaint. In the event of a
discolored water complaint, the system shall sample for lead, copper, iron, manganese and
coliform bacteria, in addition to the analytes listed in the above table.
Lead & Copper Monitoring Requirements
The system must collect 10 routine lead and copper samples during the month of April 2025. The
timing of monitoring has been adjusted in accordance with R309-210-6(3)(d)(iv)(D)(I). The
system may be returned to the standard monitoring time frame of June 1 - September 30 during
future monitoring periods depending on sample results.
