You inventoried septic systems as a controlled PCS and cited regulation as the control strategy referencing them being built to code and maintained. However, the Division typically does not allow septic systems to be considered controlled because these systems release waste into the ground by design. Since a septic system is going to release pollutants regardless of regulation or maintenance, it must be considered an uncontrolled PCS. Please reassess septic as uncontrolled. 2. It appears there is a vault toilet in zone 2, close to zone 1. Just to confirm, there are no septic laterals running through zone 1? 3. You mentioned that the vault toilets are pumped out annually. Could you please clarify where the waste is disposed of? If the septic system is utilized for disposal, does it handle all waste from each vault toilet? Thanks Noah Zorsky, PG Environmental Scientist II | Division of Drinking Water | Source Protection P: (385) 707-7317 drinkingwater.utah.gov M: (385) 707-7317 nzorsky@utah.gov drinkingwater.utah.gov [Quoted text hidden] Carnes, Kevin - FS, UT <kevin.carnes@usda.gov>Fri, Jun 28, 2024 at 10:10 AM To: Noah Zorsky <nzorsky@utah.gov> Cc: "Christensen, Cathleen - FS, UT" <cathleen.christensen@usda.gov>, "Mower, Ryan - FS, UT" <ryan.mower@usda.gov>, "Groves, Kristy - FS, UT" <kristy.groves@usda.gov>, "Nathan Hall P.E." <nhall@utah.gov>, Melissa Noble <mnoble@utah.gov>, Deidre Beck <dbeck@utah.gov> Thanks Noah, Not sure what I was thinking. I knew septic systems would be uncontrolled in a Zone 1 or 2, so why would I not think it was uncontrolled in a Zone 3? I will make that change. There are absolutely no sewage or septic lines associated with the vault toilet. Nor are any such lines from any source within Zone 1. All wastewater pumped from our vault toilets is hauled off-site to a regulated sewage treatment facility by a licensed septage pumping contractor. I will update the report accordingly early next week as I am on a deadline for another project due Monday. I do appreciate the prompt review. Kevin Carnes, P.E.
