Re: Staker Parson Companies – Temporary Relocation/Operation, Notice of Intent – Utah
County
Your Notice of Intent dated May 28, 2024, to relocate portable aggregate equipment to the
temporary project for Staker Parson Companies’ Point of the Mountain facility, located at 11700
North Frontage Road, Lehi, Utah, was received by the Utah Division of Air Quality (DAQ) and
has been reviewed.
The following equipment has been approved for operation for this temporary project:
Two (2) cone crushers
Two (2) screens
745 kW generator
The State of Utah has permitted portable equipment for Staker Parson Companies on the Approval
Order (AO) DAQE-AN115180014-15 dated July 6, 2015. The above relocation address is a
permitted aggregate facility with established emission and production limits. All equipment
operating at this site must be in accordance with the current AO for this site
DAQE-AN112340013-17 dated January 18, 2017. The total production of aggregate from all
temporary projects when combined with the permanent equipment’s production cannot exceed the
12-month rolling limits as per Condition II.B.1.a.A of this AO. The operation of the referenced
temporary generator is restricted to a total of 2,800 hours. The generators permitted on the Point
of the Mountain facility AO shall not operate during the time of this temporary project. As per
Condition II.B.1.e.A, of your portable equipment AO, the above referenced equipment shall only
operate between the hours of 6:00 am and 10:00 pm.

Approval is granted to relocate and operate this equipment at the new location for a period not to
exceed 180 operational days. As per Utah Administrative Code (UAC) R307-401-17, the
operation of equipment at this temporary site may be for up to 180 working days in any calendar
year not to exceed 365 consecutive days, starting from the initial relocation date.
The owner/operator shall maintain records of the actual operation hours, days, and production
rate, of the above referenced equipment at this relocation site and have the ability to submit the
information to the DAQ upon the request of representatives of the director. Please make certain
that the plant operator is aware of all the location specific requirements for this site and the
conditions of the aforementioned AO.
Federal New Source Performance Standards Subpart OOO requires that initial Method 9
observations be performed for all applicable portable crushers, screens, and attached conveyors.
Subpart OOO also mandates that all crushers constructed, modified, or reconstructed on or after
April 22, 2008, which are not enclosed, must install spray bars on the equipment and keep
maintenance records to ensure proper spray bar operations.
Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary
project. Please refer to Utah DEQ Water Quality’s current Storm Water Construction
requirements for additional information.
This approval for relocation in no way releases the owner or operator from any liability for
compliance with all other applicable federal, state, and local regulations including the UAC.

Hi Susan and Alan,
Based on this additional information, I think this TRP can go through now. Christine Bodell is also in the process of
updating their AO to remove all the generators and reduce their NOx PTE by 64.47 TPY bringing them down to a total of
9.92 TPY NOx.

Hi Susan,
The current POTM permit, DAQE-AN112340013-17, permits a 1000 kW generator and two 750 kW
generators. I took a trip over to see all three POTM sites today, and none of those generators are
operating anymore. They are trying hard to join everything to lined power, so pretty much everything
is wired in at this point. I hope this makes it easier to approve the temp relo.
FYI, I will be sending you two or three more temp relos in the next week or two.

Hello, I apologize for the missed communications. There were some management concerns regarding the use
of the additional generator at this site as it has been permitted with tight NOx modeling concerns. In addition, the
Staker has a current NOI requesting a NOx reduction at this site. Can you let me know if the permitted existing
generators will be operating simultaneously with the requested temporary generator? Thanks, let me know if
you have any questions or if the issue is not clear.
