This Temporary Operating Permit Expires September 30, 2024
Dear Luke Thomas:On June 5, 2024, the Division of Drinking Water (the Division) received your request to temporarily operate the Stewart Ranches Well from your consultant, Scott Kettle,
P.E. with Horrocks Engineers. The Division issued Plan Approval for drilling this well on March 24, 2022. The final well equipping plans and specifications have not been submitted for
review and approval. It is our understanding that you have been working with Rocky Mountain Power to get power to the well site and hope to finalize agreements within the next month.
Once Rocky Mountain Power has determined what they can provide, you will submit plans and specifications to the Division for review to permanently equip the well.Our understanding of
the temporary equipping of the well for emergency use this summer is that the well was equipped with a Grundfos submersible pump and Hitachi 30-HP motor. The pump is set 300 feet below
the ground surface and will be run by a generator at a design pumping rate of approximately 400 gallons per minute (gpm). The well head extends 3 feet above ground surface and includes
a screened vent and 1-inch sounding tube for water level measurements. The discharge piping has been equipped with a sample tap, flow meter, check valve, air release vacuum relief valve
and pump-to-waste line with a No. 4 screen and an 18-inch air gap. The Stewart Ranches Well is identified as WS005 in the Division’s database.
We have received the following information for the temporary use of Stewart Ranches Well (WS005):
Well Drilling, Construction and Testing Report, stamped and signed by Neil Burk, P.G. with Loughlin Water Associates, LLC, including:
Certification of well seal
Well driller’s report
Aquifer drawdown test results (step drawdown test and contract-rate test).
New Source Chemical Analyses of the well water
Photo documentation of the temporary well construction.
Certification from the design engineer that all materials included in this project that may come in contact with drinking water are NSF/ANSI Standard 61 certified.
Grundfos Pump Specifications.
Documentation of valid water rights.
Satisfactory bacteriological results as evidence of proper disinfection and flushing.
We have determined that all conditions of a temporary operating permit issuance have been met. On this basis, a TemporaryOperating Permit for Stewart Ranches Well (WS005)is hereby issued
as constituted by this letter. You may now place Stewart Ranches Well (WS005) in service in your water system subject to the following conditions:
This Temporary Operating Permit expires on September 30, 2024.
The system must comply with the Division’s Plan Approval and Operating Permit process for the completion of the permanent design of Stewart Ranches Well (WS005) by September 30, 2024.
A dormant deficiency (code S001) will be added to your water system related to “unapproved source in service” to track the expiration date of this temporary operating permit. An updated
IPS report is available at https:\\waterlink.utah.gov. Please contact Jennifer Yee at (385) 515-1501 or jyee@utah.gov for questions related to your water system’s IPS report or deficiencies.
