Stapley Providence City Water System 164 North Gateway Drive Providence, Utah 84332 Subject:Concurrence, Updated Drinking Water Source Protection Plans for the Broad Hollow Spring, Dales Well 100 E 200 S, and Alder-West Well; Providence City Water System; Water System #03017, Source No. WS001, WS002, and WS003 Dear Robert D. Stapley: The Division of Drinking Water (the Division) received the updated Drinking Water Source Protection (DWSP) plan for Dales Well 100 E 200 S and Alder-West Well from you on December 30, 2021. The Division also received the updated plan for the Broad Hollow Spring from you on December 28, 2023. The Division requested implementation documentation for the wells via email which was received from you on June 12, 2024. We have completed our review of the updated DWSP plans and find that the plans basically comply with the applicable portions of Utah’s Administrative Rules for Public Drinking Water Systems. The Division concurs with these updated plans. We commend you for establishing a program to protect these sources from present and future contamination. These plans must be updated often enough to ensure that they reflect current conditions in your protection zones. The due date for submitting the next updated plan for wells is December 31, 2027. The due date for submitting the next updated plan for springs is December 31, 2029.RemindersAs stated in R309-600 and 605: Implementing DWSP Plans - Each Public Water System (PWS) shall begin implementing each of its DWSP Plans in accordance with the implementation schedule within 180 days after submittal if the plan is not disapproved. Be prepared to describe these efforts in your next update, which should include documentation of how the land management strategies identified for existing and future potential contamination sources were implemented. Your updated plan will be disapproved, and 25 Improvement Priority System (IPS) points will be assigned for failure to comply with this requirement.As stated in R309-600 and 605: Recordkeeping - As a DWSP Plan is executed, the PWS shall document any land management strategies that are implemented. Please provide actual copies of memoranda of understanding, public education programs, bill stuffers, newsletters, or other correspondence documenting the implementation of each land management strategy as it occurs, in this section of your updated plan. Monitoring Reduction Waivers Dales Well 100 E 200 S (WS002) and Alder-West Well (WS003) were previously granted susceptibility waivers for VOCs and pesticides. The Broad Hollow Spring (WS001) was previously granted use waivers for pesticides. For waivers to remain active, water systems must reassess and include a newly signed waiver with each updated plan. Your plans did not provide a signed susceptibility or use waiver.If you would like your monitoring reduction waivers to remain active, please submit signed waivers for these sources as soon as possible.
