Shelley Executive Director DIVISION OF DRINKING WATER Tim Davis Director August 8, 2023 Kraig Christensen Bountiful City Water System 260 W 1050 S Bountiful, UT 84010 Subject: Public Notice Requirement and Increased Monitoring for Use of Zesiger Well (WS001), Bountiful City Water System: UTAH06015 Dear Kraig Christensen: This letter is an official notification that according to the Division of Drinking Water’s (the Division) records, the Zesiger Well (identified as WS001 in the Division’s database) is in violation of the Gross Alpha Particle Activity standard as given in R309-200-4. The Gross Alpha Particle Activity maximum contaminant level (MCL) is 15 pCi/L and compliance with the MCL is based on a running annual average (RAA). The RAA for the Zesiger Well (WS001) is 18.8 pCi/L. The MCL exceedance was determined after the April 11, 2023 sample where Gross Alpha Particle Activity was found to be 27.8 pCi/L. Given that the Zesiger Well (WS001) is used only as an emergency source and is ran to waste during sampling events, a violation has not been issued. However, considering that the Zesiger Well (WS001) does not comply with the drinking water standards given in R309-200-4, this source shall not feed into the distribution system unless a water advisory public notice is issued to connections served for the duration of time that the source supplies drinking water. Should Bountiful City Water System (the system) decide to temporarily put the Zesiger Well (WS001) into the distribution system during an emergency situation, the system shall notify the Division in writing prior to placing the Zesiger Well online. An up-to-date public notice document including the four most recent quarters of radionuclide data and the standard health language presented in R309-220-15 shall be included in the correspondence. As described in R309-220-6(3), the public notice shall be delivered to connections through both of the following avenues: 1. Mail or direct delivery to each customer receiving a bill and to other service connections to which water is delivered by the public water system. Kraig Christensen Page 2 of 2 August 8, 2023 2. Any other method reasonably calculated to reach other persons regularly served by the system. Other methods may include postings on the city website, social media pages, news publications and physical postings of the notice in conspicuous locations throughout the area which is served by the Zesiger Well (WS001) A copy of the public notice must be submitted to the Division at ddwreports@utah.gov and dbkruse@utah.gov prior to delivery to the public. Additionally, in accordance with R309-205-7(1)(e), the system must now take quarterly samples for Gross Particle Activity, Radium-226, Radium-228 and Combined Uranium. The requested samples have been added to the systems water monitoring report found on Waterlink.utah.gov. These samples are due sometime between 07/01/2023-09/30/2023.
