COX Governor DEIDRE HENDERSON Lieutenant Governor DAQC-546-24 Site ID 11052 (B1) Jeffery Cowlishaw Staker Parson Companies 2350 1900 West Ogden, UT 84401 Dear Mr. Cowlishaw: Re: Staker Parson Companies – Temporary Relocation/Operation, Notice of Intent – Garfield County Your Notice of Intent dated May 30, 2024, to relocate portable asphalt equipment to the temporary project located south of Hanksville on UT-95, approximately 23.5 miles, then west onto Lone Cedar Road for .5 miles, Garfield County, UT, was received by the Utah Division of Air Quality (DAQ) and has been reviewed. The following equipment has been approved for operation for this temporary project: Hot-mix asphalt plant Two (2) 725 kW generators 160 kW generator 600 TPH aggregate plant with 2250 hp generator The referenced asphalt plant and associated generators have been permitted for operation in the State of Utah by the portable Approval Order (AO) originally issued to Nielson Construction Company DAQE-AN110520005-15, dated April 2, 2015. The referenced aggregate plant with the associated generator has been permitted by the Staker and Parson Companies AO DAQE-AN115180014-15, dated July 6, 2015. Approval is granted to relocate and operate this equipment at the new location for a period not to exceed 180 operational days. As per Utah Administrative Code (UAC) R307-401-17, the operation of equipment at this temporary site may be for up to 180 working days in any calendar year not to exceed 365 consecutive days, starting from the initial relocation date. The above r eferenced asphalt plant must test within 180 days of the startup of the plant. Condition II.B.4.f of DAQE-AN110520005-15 permitting the asphalt plant establishes the stack testing requirements of this equipment. The procedures stated in II.B.4.k must be followed if the maximum AO allowable production rate has not been achieved at the time of the test. It is important to be aware that as per 2 + " Ú Û Û Ù Û Ý DAQC-546-24 Page 2 Condition II.B.4.h, a testing protocol shall be submitted to the DAQ for review and approval at least 30 days prior to conducting the stack test. Approval is subject to the conditions of the dust control plan submitted for this location and the applicable conditions of the above referenced AOs. Hours of operation shall be held to 16 hours per each 24-hour day. The maximum production rate shall be held to the requested 600 tons per hour. Please make certain that the plant operator is aware of all the location specific requirements for this site and the conditions of the aforementioned AO. Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary project. Please refer to Utah DEQ Water Quality’s current Storm Water construction requirements for additional information. This approval for relocation in no way releases the owner or operator from any liability for compliance with all other applicable federal, state, and local regulations including the UAC.
