OPERATING STATUS: Operating.

PROCESS DESCRIPTION: Kinder Morgan Altamont, LLC (Kinder Morgan) operates a
natural gas compressor station located in Altamont, UT. The
stations primary function is to compress and dehydrate field gas.
Natural gas from the Altamont field enters the site through
pipelines. Incoming field gas is then sent through a slug catcher
where free liquids are separated. The free liquids are directed to
a gunbarrel tank where the free liquids are separated into water
and condensate. The separated condensate is directed to two (2)
condensate tanks and is stored to be removed via truck load-out.
The separated water remains in the gunbarrel tank and is
removed through truck load-out. Overhead vapor from the
gunbarrel and condensate tanks is sent to the combustor.
Overhead gas from the slug catcher is directed to a natural gas
manifold connected to eight (8) natural gas-fired compressor
engines. Natural gas for the compressor engines will be provided
by the Altamont Main Gas Plant. Any liquid removed throughout
the compression stages is recycled back to the inlet slug catcher.
Compressed gas is directed to a sulfur scrubbing process. After
treatment, the gas is discharged to the triethylene glycol (TEG)
unit equipped with a flash tank and still vent condenser for the

removal of entrained water. Gas from the dehydration unit flash
tank and still vent condenser is routed to the process/emergency
flare.

Section I: GENERAL PROVISIONS

I.1 All definitions, terms, abbreviations, and references used in this AO conform to those used in the
UAC R307 and 40 CFR. Unless noted otherwise, references cited in these AO conditions refer to
those rules. [R307-101]

I.2 The limits set forth in this AO shall not be exceeded without prior approval. [R307-401]

Status: In Compliance. No limits appear to have been exceeded.

I.3 Modifications to the equipment or processes approved by this AO that could affect the emissions
covered by this AO must be reviewed and approved. [R307-401-1]

Status: In Compliance. No modifications to the equipment or processes approved by this
AO were observed during the inspection.

I.4 All records referenced in this AO or in other applicable rules, which are required to be kept by
the owner/operator, shall be made available to the Director or Director's representative upon
request, and the records shall include the five-year period prior to the date of the request. Unless

otherwise specified in this AO or in other applicable state and federal rules, records shall be kept
for a minimum of five (5) years. [R307-401-8]

Status: In Compliance. Records are kept as required and were made available upon
request at both the local field office and after the inspection via email.

I.5 At all times, including periods of startup, shutdown, and malfunction, owners and operators shall,
to the extent practicable, maintain and operate any equipment approved under this AO, including
associated air pollution control equipment, in a manner consistent with good air pollution control
practice for minimizing emissions. Determination of whether acceptable operating and
maintenance procedures are being used will be based on information available to the Director
which may include, but is not limited to, monitoring results, opacity observations, review of
operating and maintenance procedures, and inspection of the source. All maintenance performed
on equipment authorized by this AO shall be recorded. [R307-401-4]

Status: In Compliance. The source appears to operate and maintain the equipment
approved under the AO in a manner consistent with good air pollution control practices for
minimizing emissions.

I.6 The owner/operator shall comply with UAC R307-107. General Requirements: Breakdowns.
[R307-107]

Status: In Compliance. No breakdowns have been reported since the last inspection.

I.7 The owner/operator shall comply with UAC R307-150 Series. Emission Inventories. [R307-150]

Status: In Compliance. The source started operating June 6, 2022. Emission inventories
for the 2023 operating year are still under review at this time.

I.8 The owner/operator shall submit documentation of the status of construction or modification to
the Director within 18 months from the date of this AO. This AO may become invalid if
construction is not commenced within 18 months from the date of this AO or if construction is
discontinued for 18 months or more. To ensure proper credit when notifying the Director, send
the documentation to the Director, attn.: NSR Section. [R307-401-18]

Status: In Compliance. The source submitted a notice of construction on March 15, 2024,
stating that six of the eight reciprocating engines, C-1 through C-6, have been installed and
are operational. See DAQ-2024-008008

II.B Requirements and Limitations

II.B.1 Site-wide Requirement

II.B.1.a The owner/operator shall not allow visible emissions to exceed the following:

A. Each of the combustors and flare - No visible emissions

B. All other stationary points or fugitive emission sources on site - 10% opacity.

II.B.1.a.1 Opacity observations of emissions from stationary sources shall be conducted according to 40
CFR 60, Appendix A, Method 9. [R307-201-3]

Status: In Compliance. No visible emissions were observed from any point during the
inspection.

II.B.1.b The owner/operator shall route all gases, vapors, and fumes from the depressurization of the
compressors and other equipment during emergencies, upset conditions, or planned maintenance
to the operating process/emergency flare. [R307-401-8]

II.B.1.b.1 To determine compliance, the owner/operator shall keep records of all diversions to the
emergency flare. Records shall include the following:

A. The date the process/emergency flare was used

B. The amount of natural gas routed to the process/emergency flare when used

C. The reason for the process/emergency flare usage. [R307-401-8]

Status: In Compliance. All gases, vapors, and fumes from the depressurization of the
compressors and other equipment during emergencies, upset conditions, or planned
maintenance is routed to the emergency flare. Records are kept as required. See
attachments.

II.B.2.a.1 Stack testing to show compliance with the emission limitations stated in the above condition
shall be performed as specified below:

A. Testing Frequency
Compliance test at least once every 8,760 hours of operation or once every three years,
whichever comes first. The Director may require testing at any time.

B. Notification
The Director shall be notified at least 30 days prior to conducting any required emission
testing. A source test protocol shall be submitted to DAQ when the testing notification is
submitted to the Director. The source test protocol shall be approved by the Director prior to
performing the test(s). The source test protocol shall outline the proposed test
methodologies, stack to be tested, and procedures to be used. A pretest conference shall be
held, if directed by the Director.

C. Sample Location

The emission point shall be designed to conform to the requirements of 40 CFR 60,
Appendix A, Method 1, or other EPA testing methods as acceptable to the Director. An
Occupational Safety and Health Administration (OSHA) or Mine Safety and Health
Administration (MSHA) approved access shall be provided to the test location.

D. Volumetric Flow Rate
40 CFR 60, Appendix A, Method 2, Method 19 or other EPA testing methods acceptable to
the Director.

H. Calculations
To determine mass emission rates (lb/hr, etc.) the pollutant concentration as determined by
the appropriate methods above shall be multiplied by the volumetric flow rate and any
necessary conversion factors determined by the Director, to give the results in the specified
units of the emission limitation.

I. The owner/operator shall submit a copy of the results of the test to the Director within 60 day
after the test has been completed.

J. New Source Operation
For a new source/emission point, the combustion rate during all compliance testing shall be
no less than 90% of the capacity listed in Section II.A. If the maximum AO allowable
combustion rate has not been achieved at the time of the test, the following procedure shall
be followed:

1) Testing shall be at no less than 90% of the combustion rate achieved to date.

2) If the test is passed, the new maximum allowable combustion rate shall be 110% of the
tested achieved rate, but not more than the maximum allowable combustion rate. This
new allowable maximum combustion rate shall remain in effect until successfully tested
at a higher rate.

3) The owner/operator shall request a higher combustion rate when necessary. Testing at
no less than 90% of the higher rate shall be conducted. A new maximum combustion
rate (110% of the new rate) will then be allowed if the test is successful. This process
may be repeated until the maximum AO combustion rate is achieved.

K. For an existing source/emission point, the production rate during all compliance testing shall
be no less than 90% of the maximum production achieved in the previous three (3) years.

II.B.2.b The exhaust stack for each engine shall vent vertically unrestricted with no obstruction beyond
the opening of the stack. Stack height shall be no less than the following:

A. 40 feet as measured from the base of the stack for each compressor engine

B. 10 feet as measured from the base of the stack for each generator engine. [R307-401-8]

Status: In Compliance. The stacks appeared to be no less than 40 feet.

II.B.3 Truck Loading Operations Requirements

II.B.3.a The owner/operator shall load all tanker trucks on site by the use of submerged loading.
[R307-401-8]

Status: In Compliance. Tanker trucks are loaded on site by the use of submerged loading.

II.B.3.b The owner/operator shall connect a vapor capture line to the enclosed combustor for use during
on-site condensate truck loading operations at the Farm Compressor Station. The vapor
capture/return line shall be used at all times during loading operations. [R307-401-8]

Status: In Compliance. A vapor capture line has been installed.

II.B.4 Storage Tanks Requirements

II.B.4.a The owner/operator shall not produce more than 12,756,324 gallons (42 gallons = 1 barrel) of
condensate per rolling 12-month period. [R307-401-8]

II.B.4.a.1 To determine compliance, the owner/operator shall:

A. Determine production with company and/or customer billing records.

B. Record production on a daily basis.

C. Use the production data to calculate a new 12-month total by the 20th day of each month
using data from the previous 12 months.

D. Keep the production records for all periods the plant is in operation. [R307-401-8]

Status: In Compliance. The rolling 12-month total for the period ending May 2024,
was 4,689,865 gallons of condensate. See attachments.

II.B.4.b At all times after startup of production, the owner/operator shall route all gases, vapors, and
fumes from the gunbarrel tank and condensate storage tanks to the enclosed combustor.
[R307-401-8]

Status: In Compliance. All gases, vapors, and fumes appeared to be routed to the enclosed
combustor.

II.B.4.c The owner/operator shall keep the storage tank thief hatches and other tank openings closed and
sealed except during tank unloading or other maintenance activities. [R307-401-8]

Status: In Compliance. Thief hatches appeared closed and sealed during the inspection.

II.B.5 LDAR Requirement

II.B.5.a The owner/operator shall comply with the LDAR requirements in 40 CFR 60 Subpart OOOOa.

Status: In Compliance. Subpart OOOOa applies to the six reciprocating compressor
engines, and to the collection of fugitive components located at the compressor station.
Kinder Morgan performs quarterly LDAR inspections. See attachments.

II.B.6 Enclosed Combustor and Flare Requirements

II.B.6.a The enclosed combustor and flare shall operate with a continuous pilot flame and be equipped
with an auto-igniter. [R307-401-8]

Status: In Compliance. The combustor and the flare operate with a continuous pilot flame
and are equipped with auto-igniters.

Section III: APPLICABLE FEDERAL REQUIREMENTS

In addition to the requirements of this AO, all applicable provisions of the following federal programs
have been found to apply to this installation. This AO in no way releases the owner or operator from any
liability for compliance with all other applicable federal, state, and local regulations including UAC
R307.

NSPS (Part 60) JJJJ : Standards of Performance for Stationary Spark Ignition Internal Combustion Engines

Status: In Compliance. The engines are maintained and stack tested as required. The most recent stack
test for engines C-1, C-2, C-3, C-4, C-5, and C-6 occurred on April 2-3, 2024. See DAQC-576-24.

NSPS (Part 60) OOOOa : Standards of Performance for Crude Oil and Natural Gas Facilities for which
Construction, Modification or Reconstruction Commenced After September 18, 2015

Status: In Compliance. Subpart OOOOa applies to the six reciprocating compressor engines, and to the
collection of fugitive components located at the compressor station. Kinder Morgan performs LDAR
inspections, and replaces the rod packing every 36 months. See attachments.

MACT (Part 63) -HH : National Emission Standards for Hazardous Air Pollutants From Oil and Natural Gas
Production Facilities

Status: In Compliance. Subpart HH does not apply to the site since there is exemption for TEG
dehydration units that emit less than 0.90 tons of benzene per year. The permitted TEG dehydrator
installed at the site was calculated to have a total potential to emit of 0.18 tons of benzene per year. All
emissions from the TEG dehydrator process are routed to a combustor for control.

MACT (Part 63) -ZZZZ: National Emissions Standards for Hazardous Air Pollutants for Stationary
Reciprocating Internal Combustion Engines

Status: In Compliance. Compliance with subpart JJJJ satisfies compliance with subpart ZZZZ.

AREA SOURCE RULES EVALUATION:

The following Area Source Rules were evaluated during this inspection:

Status: In Compliance. Equipment appeared to be installed, operated, and maintained in a manner
consistent with good air pollution control practices for reducing emissions.

Status: In Compliance. Tanker trucks are loaded with submerged loading. A vapor capture line is
installed to collect vapors and route them to the combustor.

Oil and Gas Industry: Flares. [R307-503]

Status: In Compliance. The combustor and the flare operate with a continuous pilot flame and are
equipped with auto-igniters.

As required by 40 CFR §60.5420a(b), Kinder Morgan Altamont LLC is providing the initial annual report for
reciprocating compressors C-1, C-2, C-3, C-4, C-5, C-6, and the collection of fugitive components, located
at the Farm Compressor Station. Reciprocating compressors C-1, C-2, C-3, C-4, C-5, C-6, and the collection
of fugitive components at Farm Compressor Station are affected facilities with respect to NSPS OOOOa,
Standards of Performance for Crude Oil and Natural Gas Facilities. This report is being submitted for the
compliance period beginning on January 1, 2023 and ending on December 31, 2023.

It is Kinder Morgan’s understanding that sources in the production and processing segments that
commenced construction, reconstruction, or modification after September 18, 2015 are subject to the
methane requirements in the 2016 NSPS and the VOC requirements in the 2020 Technical Rule, as
amended on September 15, 2020. As such, reporting elements from both versions of NSPS OOOOa are
being provided. The following documents are attached:

 CEDRI Excel Template v3.00 dated 4/8/2021 – this template includes reporting elements for VOC
as required by the 2020 Technical Amendment.
 PDF of applicable pages from the CEDRI Excel Template v2.01 dated 7/22/2020 – these
documents include reporting elements for methane as required by the 2016 NSPS.
