On August 1st of 2022 Atlas Disposal of Utah, LLC (Atlas) executed an asset purchase from Big City Recycling that included the equipment, building, scale,and land at 1975 West Bending
River Court, Salt Lake City, Utah 84104 where Big City Recycling operated a recycling center / transfer station to accept and process and recover materials.
Atlas has continued the existing operationwhile makingsignificant improvements to clean up the facility and make sure it meets all regulations.
The operation is staffed with a full-time crew to process materials, operate equipment for incoming and outgoing materials and a full-time manager to oversee operations.
We accept solid waste, yard waste, construction and demolition and recyclable materials consisting of metals, cardboard, wood, concrete, and asphalt delivered to us for processing.
We DO NOT ACCEPT: Asbestos, tires, dead animals, contaminated soils or tanks resulting from remediation or cleanup and any release or spill, waste paints, solvents, sealers, adhesives
or similar hazardous or potentially hazardous materials.Signsare posted at entry listing materials accepted, materials not accepted, hours of operation and emergency phone numbers.
R315-312(1) Meet Applicable Requirements of R315-302-2It is our intention to meet and comply with all requirements as outlined.
R315-312-2(2) Certification
We will meet requirements for certification of a Recycling Facility and Transfer Station as outlined.
R315-313-2(4) Design and Operations Overview
(a) - (d)Construction & Operation - The facility is constructed to protect dust and blowing materials via buildings and fencing. The entire facility is surrounded by chain link fence
with wood slats to keep stray items from migrating off or on site and to screen the view to adjacent neighbors.The tipping floor isconcrete and screened from view of adjacent neighbors
by being inside a steel building.(See Site Plan) Daily cleanups ensure that the site is kept clean from debris, rodents, insects, birds, or other vermin.
(e)Tipping floor protection - The tipping flooris protected from wind, rain, & snow by the building and roll up doors that can be closed. The tipping floor has designated locations for
dumping. Operators on site direct haulers to dump in specific locations for efficiency. Backing is kept to a minimum and all vehicles must have the appropriate backup alarms. There arespill
kits on site for use as well as the appropriate fire equipment.
(f)Buffer Zone - This facility is located on M-1 zoned property. The west side is adjacent to the I-215 freeway and the other 3 sides are adjacent to properties also zoned M-1. In addition,
the building where the tipping area is located inside, is more than 50’ from the perimeter property lines. There are designated prep sites for trucks and staging areas for the trucks
to ensure that no workers are in the line of backing trucks. All people on site must wear high visibility clothing and appropriate PPE.
(g)Ground WaterPollution Control - The facility meets Salt Lake County Storm Water Pollution Prevention (passed recent audit this year) and we also have a Spill Control and Countermeasure
Plan. All run off water flows to the Salt Lake City storm drain which flows into the CWA-1 Drain. As required, we conduct quarterly site inspections and water sampling for analytical
monitoring. There are several spill kits on site as well as straw waddle and drain filters in place at each storm drain.
(h)All Weather Access - Areas where vehicles travel is asphalted to provide all weather access.
(i)Pollution Control Measures - Burning is prohibited on site and dust is controlled with the tipping area inside the steel building. We only accept what we can process and transfer
out each day, so odors never have a chance to build up.
(j) Scavenging - Scavenging is prohibited at all times.
(k) Staffing - The operation is staffed with a full-time crew during hours of operation for spotting trucks, to process materials, operate equipment for incoming and outgoing materials
and a full-time manager to oversee operations.
(l) Signage - Our sign on the fence near the entrance has our name, hours we are open, a list of materials not accepted and emergency phone numbers.
(m)Prohibited Waste - We will prevent the acceptance of prohibited wastes by first training our employees on identifying prohibited and hazardous wastes. All loads after being dumped
are inspected to make sure there is no asbestos, dead animals, contaminated soils, tanks resulting from remediation or cleanup of any release or spill, waste paints, solvents, sealers,
adhesives or other similar hazardous or potentially hazardous materials. If any are discovered, they will be isolated,and the hauler and generator will be notified within 24 hours and
Atlas will assure the proper cleanup, transport, and disposal of the waste.
(n) Communication - Employees all have cell phones and have been instructed to immediately call 911 and summon the fire department, police, or other emergency service in the event of
any emergency. Once emergency help is on the way they are to notify the onsite manager.
(o) Final Closure - We do not stockpile loose material and the site is cleaned daily. We only accept what we can process and transfer each day. When the facility is finally closed,
we will make sure to remove all remaining waste to another permitted facility.
R315-302-3General Closure and Post Closure Requirements
We are conducting operations in a building that could hold 1 day worth of materials (Approximately 100 tons). We process and sort daily and in the event of closure the only material
that could be a factor is the day prior. With that stated, the procedure for closure would be to contract with someone that would load the materials into trucks, take to the Salt Lake
County Landfill and dispose. The building could then be swept clean washed out and reused for other applications.
R315-302-2(2) Plan of Operation
The facility was constructed and completed around 2014and has been in continuous operation ever since.
On-site solid waste handling procedures.
Materials are brought to the facility, weighed on our certified scale, and deposited in specific locations as directed by our staff.
Heavy equipment sorts the materials diverting it into the following streams.
Construction / Demolition to be transferred via walking floor trailers to the appropriate site.
Solid waste not appropriate for the C&D landfills is put in separate containers and taken to an MSW landfill for disposal.
Recyclable materials (cardboard, metals, wood, concrete, and asphalt)are separated and either baled for shipping or transferred to other locations for processing.
Baled and loose materials are stored in bunkers or containers until there is sufficient volume for a load.
Facility Inspection Schedule - The facility is inspected daily to ensure that the operational plan is followed. All loads are inspected upon dumping to make sure no prohibited materials
are accepted. The facility is available for inspection by appropriate agencies as required.
Contingency plan for Fire and Explosion - We have emergency plans on site for these contingencies. Fire hydrants and fire extinguishers are installed in variousstrategic locations. 911
communications will be activated in the event proper authorities need to be notified. If we encounter these events, we will close operations and divert materials until we can rectify
the issues.

(e)Ground water contamination -If ground water is contaminated, we will determine the cause and implement additional corrective actions to eliminate the contamination. These actions
may include but are not limited to things like increased sweeping, additional waddles, and filters in the storm drainage system.
(f)Other releases –If other releases such as explosive gases or liquid run-off are identified, we will act quickly to determine where they are coming from, and we will take immediate
action to control them and ultimately eliminate them. These actions may include but are not limited to steps identified in the Emergency Action Plan.
(g) Dust Control - Themajority of the operations are performed in the building therefore we do not have dust issues. If ever needed, a misting system will be installed to reduce the
dust.
(h) Litter Control Plan - The facility is fully fenced to prevent litter from leaving the property and all loads are dumped inside the building. Daily procedures include walking the
property inside and out to gather any stray debris.
(i)Maintenance of Equipment –Leachate, gas collection and groundwater monitoring systems are not required and thus no maintenance program for them.
(j) Procedures to Exclude Hazardous waste - A sign is clearly posted at the entrance ofthe facility ofwhat materials are prohibited. We will prevent the acceptance of prohibited wastes
by first training our employees on identifying prohibited and hazardous wastes. All loads after being dumped are inspected to make sure there is no asbestos, dead animals, contaminated
soils, tanks resulting from remediation or cleanup of any release or spill, waste paints, solvents, sealers, adhesives or other similar hazardous or potentially hazardous materials.
If any are discovered, they will be isolated, and the hauler and generator will be notified within 24 hours and Atlas will assure the proper cleanup, transport, and disposal of the waste.
(k) Vector Control Procedures - The control of pests and other vermin is greatly reduced because we do not store materials on site for extended periods.In addition, we have contractedwith
a commercial pest control company to employ state-of-the-art abatement procedures to make sure any vectors are controlled.(l) Alternative Waste Handling Plan - We process materials
using heavy construction equipment and we have back up equipment. In the event of a prolonged equipment problem, we lease other machinery to continue operations. If the problem persists
and we are unable to process materials, the facility will close until the issue is resolved. Loads will be diverted to the Salt Lake County Transfer Station or other appropriate landfill
until our facility is reopened.
(m)Closure and post closure - In the event of closure any remaining materialswould be loaded into trucks and taken to other permitted facilities based on material type such as C&D, trash,
recycling. The building could then be swept clean, washed out and reused for other applications.
(n) Cost estimates & financial assurance –N/A
(o) Training Plans - We believe a properly trained staff is efficient and safe. We have weekly training and safety meetings held on site to train and review process and procedures.
New employees will attend safety meetings and be trained according to their positions.Some of the topics of training include but are not limited to, identifying hazardous wastes, emergency
action plan, safe equipment operation, safety zones in the tipping area, housekeeping, storm water protection, personal protective equipment, fire response and fire extinguisher use,
electrical safety, lock out tag out, fork lift safety & certification,injury and illness prevention, spill response procedure, confined space, bloodborne pathogens, hazard communication,
heat illness prevention, and others.
R315-302-2(3) Record Keeping
Daily operating record - All scale records will be retained using Soft-Pak Scale Software or other recycle center specific software programs that tracks tons, number of vehicles entering
and the type of materials.Any deviations from the plan of operation will be manually entered into the Soft-Pak Scale software and retained. This software can be accessed from the onsitescale
house or at our main office located at 250 Apollo Rd, Salt Lake City, UT, 84116.Training records, inspection records, storm water records are all documented and kept in individual files
in the scale house on site.

R315-302-2(4) Reporting- All reports will be submitted to DEQ as required.
R315-302-2(5) Inspections
Owner/Operator inspections
The site manager conducts and documents daily site inspections to make sure everything is as it is supposed to be (see form attached).In addition, the Atlas GM makes weekly visits to
the site and conducts site inspections. Furthermore, we welcome scheduled onsite inspections as requested by parties with the proper credentials and PPE.
Solid & Hazardous Waste Inspections
All loads after being dumped are inspected to make sure there is no asbestos, dead animals, contaminated soils, tanks resulting from remediation or cleanup of any release or spill, waste
paints, solvents, sealers, adhesives or other similar hazardous or potentially hazardous materials.
R315-312-4 Transfer Station Standards
To comply with all required transfer station requirements, we confine our tipping operations in the building as well as fence the entire perimeter of the operation to prevent scavenging.
