Enclosed is Emergency Permit #UT-001-2024 authorizing the Utah Test and Training Range (UTTR) to allow qualified Air Force Explosive Ordnance Disposal (EOD) personnel or other qualified
unexploded ordnance technicians to treat in-situ unexploded ordnance and other ordnance and explosives as discovered on the UTTR North and UTTR South. The explosive material will be
judged unstable by EOD and will need to be immediately treated in place to prevent unreasonable endangerment of humans and the environment. This material may be encountered in the course
of various range operations including routine range clearance activities and remediation or corrective action operations. The items will be treated according to Department of Defense
Explosives Safety Board Ammunition and Explosives Safety Standards (DoD 6055.9-STD).This permit was effective and expired on the dates specified in the permit and is issued under the

Pursuant to the Utah Solid and Hazardous Waste Act, Utah Code §19-6-101, et. seq., as amended, and the Utah Administrative Code (UAC R315-260 through R315-270 and R315-124), the Director
of the Division ofWaste Management and Radiation Control (Director), based on representations by the Utah Test and Training Range (UTTR) (hereafter called the “Permittee”), found the
described circumstances potentially posed an imminent and substantial endangerment to human health or the environment and, therefore, issued this emergency permit (Permit), to allow
qualified Air Force Explosive Ordnance Disposal (EOD) personnel or other qualified unexploded ordnance technicians to treat in-situ unexploded ordnance and other ordnance and explosives
as discovered on the UTTR North and UTTR South. The explosive material will be judged unstable by EOD and will need to be immediately treated in place to prevent unreasonable endangerment
of humans and the environment. This material may be encountered in the course of various range operations including routine range clearance activities and remediation or corrective action
operations. The items will be treated according to Department of Defense Explosives Safety Board Ammunition and Explosives Safety Standards (DoD 6055.9-STD). The Director’s issuance
of such Permit is also authorized under Section 3006(b) of the Resource Conservation and Recovery Act (42 U.S.C. § 6926(b).The Permittee shall comply with all terms and conditions of
this Permit. ThisPermit consists of the applicable portions of UAC R315-260 through 263, R315-124, and R315-101. Additionally, to the extent possible and not inconsistent with the imminent
and substantial endangerment, this Permit also incorporates, applicable requirements of UAC R315-270, R315-264, and R315-266. Applicable rules are those that are in effect on the date
of issuance of this permit. The Director’s decision to issue this temporary emergency permit is wholly dependent upon the premise that the information received in a letter dated January
24, 2024 (DSHW-2024-004360) is accurate and the treatment will be conducted as specified in this letter. Any inaccuracies or misrepresentations found in the request described above
may be grounds for termination of this Permit, in accordance with UAC R315-270-61(b)(4), and possible enforcement action. The Permittee shall immediately inform the Director of any
deviation from, or changes in, the information in the request which would affect the Permittee's ability to comply with the applicable regulations.This Permit is effective February 3,

An emergency hazardous waste permit (#UT-001-2024) has been issued to the Utah Test and Training Range (UTTR) in Tooele County, Utah. The permit authorizes the UTTR to allow qualified
Air Force Explosive Ordnance Disposal (EOD) personnel or other qualified unexploded ordnance technicians to treat in-situ unexploded ordnance and other ordnance and explosives as discovered
on the UTTR North and UTTR South. The explosive material will be judged unstable by EOD and will need to be immediately treated in place to prevent unreasonable endangerment of humans
and the environment. This material may be encountered in the course of various range operations including routine range clearance activities and remediation or corrective action operations.
