Re: Compliance Advisory - Western Quality Food Products, Approval Order (AO)
DAQE-AN 1 2393000 I - I 8, Iron County
On April 29,2024, a representative of the Utah Division of Air Quality (DAQ) conducted an inspection of
Westem Quality Food Products at997 North Airport Road, Cedar City, UT. The DAQ observed that
regular readings of baghouse pressure differential were higher than the limit set in the above listed AO and
a failure to provide magnehelic calibration records, which may be a violation of AO conditions I.2,
II.B.3.b, and II.B.3.b. 1.
Westem Quality Food Products is required to comply with the above regulations. A written response to
this letter is required within ten (10) business days of receipt of this letter.

Potential Violation(s)
On April 29,2024, an inspector from the DAQ observed Westem Quality Food Products at 997 North
Airport Road, Cedar City, in Iron County, UT.
At the time of the inspection, the DAQ documented the following potential violations: consistent
baghouse pressure differential readings of approximately 9.0 inches of water column, above this set
limit (AO condition II.B.3.b) of 5.0 inches of water column and no calibration records were provided
for the baghouse magnehelic (AO condition II.B.3.b.l).

AO Conditions/Rules
DAQE-ANI23930001-18 condition I.2. The limits set forth in this AO shall not be exceeded without
prior approval.
DAQE-AN123930001-18 condition II.B.3.b. The owner/operator shall install a manometer or
magnehelic pressure gauge to measure the differential pressure across the baghouse. The static pressure
differential across the baghouse shall be between 2.0 and 5.0 inches of water column.
DAQE-AN123930001-18 condition II.B.3.b.l. The pressure gauge shall be located such that an
inspector/operator can safely read the indicator at any time. The pressure gauge shall measure the
pressure drop in one (l)-inch water column increments or less. The pressure gauge shall be calibrated
according to the manufacturer's instructions at least once every 12 months.
The purpose of a Compliance Advisory (CA) is to document observations made by the DAQ. You are
responsible for complying with the Utah Air Conservation Rules. There are possible administrative and
civil penalties for failing to do so. Section l9-2-l l5 of the Utah Code Annotated provides that violators of
the Utah Air Conservation Act and/or any order issued there under may be subject to a civil penalty of up
to $10,000 per day for each violation.
The written response to this CA will be considered in resolving the deficiencies documented in this letter.
It may include information demonstrating compliance with the regulations or a schedule to bring your
company back into compliance with the applicable regulations. The DAQ will review your response and
this CA may be revised as a result of that review. Failure to respond in writing within ten (10) business
days of receipt of this CA will be considered in any subsequent enforcement action and the assessment of
penalties.
Possible DAQ actions to resolve a CA include: No Further Action Letter, Warning Letter, Early
Administrative Settlement with reduced civil penalty, Settlement Agreement with civil penalty, or Notice
of Violation and Order to Comply.
This CA does not limit or preclude the DAQ from pursuing enforcement options concerning this
inspection. Also, this CA does not constitute a bar to enforcement action for conditions that the DAQ did
not observe or evaluate, or any other conditions found during future inspections.
