Request for Class 2 Permit Modification
Dear Mr. Anderson,
In accordance with R315-270-42 of the Utah Admin. Code, ATK Launch Systems, Inc.
requests a Class 2 permit modification to modify the NIROP Subpart X permit as described
in the attachment. The proposed changes are primarily to:
1. Add a long term storage building designated as ES-3. This new building is
replacing a similar building known as ES-1. ES-1 is located at a separate area of the
Bacchus facility and is in the process of being closed.
2. Change the name for the Utah Division of Waste Management and Radiation
Control (previously the Utah Division of Solid and Hazardous Waste).
3. Update references for the Utah Administrative Code to reflect the new numbering
system for the R315 section of the code.
The legal entity holding the permit will remain ATK Launch Systems, Inc. However it
should be noted that ATK Launch Systems, Inc. is now a wholly owned subsidiary of
Northrop Grumman Corporation. Information for the new Parent Company for ATK
Launch Systems, Inc. was provided to the Division via a letter on February 14, 2018.
The U.S. Navy is the owner of the NIROP facility with ATK Launch Systems, Inc. as the
operator. Representatives for both the U.S. Navy and ATK Launch Systems, Inc. have
concurred with this proposed permit change through the signatures on the updated RCRA
Subtitle D form included with the permit.
With regards to Item 1 above, the proposed capacity of ES-3 is 2500 gallons as listed in the
updated EPA Part A form (included with the permit). The capacity of the other storage
units on NIROP are the Ash Storage Pad at 50 yards and ES-2 at 4000 gallons. Combining
these capacities and expressing them in the same units (gallons) arrives at an existing waste
storage capacity at NIROP of 14099 gallons. The increase in capacity posed by ES-3 is
18% of this total. This is the basis of identifying this as a Class 2 permit modification in
comparison to the criteria listed in Appendix I of R315-270-42 of the Utah Admin. Code.
As required by regulation, ATK will send a notice of this modification request to the latest
facility contact list within 7 days of this submission. A public notice is scheduled to be
published in the Salt Lake Tribune and Deseret News on June 29, 2018 with a copy of the
public notice attached to this letter. The 60-day public comment period will begin on June
29, 2018 and extend until August 28, 2018. A public meeting on this issue has been
scheduled at the Magna Public Library for August 7, 2018 from 6:00 PM to 7:00 PM.
Enclosed with this letter is copy of the permit incorporating the proposed changes along

Public Notice
ATK Launch Systems, Inc., a wholly owned subsidiary of Northrup Grumman Innovations Systems, has a
RCRA Part B permit for the NIROP portion of the Bacchus Facility located in West Valley City. The US
Navy owns NIROP with ATK Launch Systems, Inc. as the operator. The US Navy and ATK Launch Systems,
Inc. are requesting a Class 2 modification to this permit to implement the following changes:
• Add a long term storage building designated as ES-3. This new building is replacing a similar
building known as ES-1. ES-1 is located at a separate area of the Bacchus facility and is in
the process of being closed.
• Change the name for the Utah Division of Waste Management and Radiation Control
(previously the Utah Division of Solid and Hazardous Waste)
• Update references to the Utah Administrative Code (UAC) to reflect the new numbering
system for UAC R315
Public comments are invited on these changes with the comment period commencing on June 29, 2018
and ending on August 28, 2018. ATK Launch Systems, Inc. will hold a public information meeting for this
Permit on August 7, 2018 from 6:00 — 7:00 PM at the Magna Library, 2675 South 8950 West, Magna,
Utah.
A copy of the permit modification is available for review during normal business hours at the Magna
Library. A copy is also available for review at the following location:
