RE: Compliance Assistance Visit
UTR000007807 Dear Mr. Dunn:
On June 20, 2018, a representative of the Division of Waste Management and Radiation Control
conducted a Compliance Assistance Visit at your facility. The purpose of the visit was to follow-up on the May 26, 2016 Compliance Evaluation Inspection and subsequent Compliance Assistance Visits (conducted on December 14, 2016, April 21, 2017, June 28, 2017, September 28, 2017, January 17, 2018, and March 21, 2018), to evaluate progress toward compliance with the Utah Solid and
Hazardous Waste Rules and to determine whether the remaining legacy waste (waste accepted from the
previous plating business stored onsite longer than 180 days) has been transported for proper disposal. During the visit, the inspector noted that two steel tanks containing legacy plating waste remained; one was in the process of being cleaned. The inspector found several hazardous waste container labels
without information indicating the hazards of the contents as required by R315-262-14(a)(5)(viii)(B)(2)
of the Utah Administrative Code. The inspector provided the information required for compliance with the labelling requirements. Cache Valley Plating continues to store chemicals that are not used in the onsite plating processes. However, Cache Valley Plating contacted MacDermid (the producer of the stored chemicals) to
determine whether these chemicals could be used at either this facility or the sister facility (Peak Finishing) in Utah County. Cache Valley Plating agreed to send any stored chemical product usable by Peak Finishing to their Utah County business location by July 31, 2018. Any unusable stored chemical must also be removed from the property and properly disposed of by July 31, 2018. (Over)
Cache Valley Plating agreed to a compliance date of July 31, 2018 to transport and dispose of all
remaining legacy waste. A follow-up site visit will be conducted to evaluate the compliance status of Cache Valley Plating. If you have any questions, please call Karen Wallner at (801) 536-4279.
Sincerely,
Scott T. Anderson, Director
Division of Waste Management and Radiation Control STA/KHW/kl
