RE: Sampling and Analysis Plan (SAP) Parish Chemical 145 North Geneva Road, Vineyard, Utah
Dear Ms. Studenka: It is the understanding of the Division of Waste Management and Radiation Control that AFP West and Mr.
Steve Pruitt want to redevelop the Parish Chemical property. As you know, Parish Chemical has a long history of poor waste management practices, including emergency response actions by the USEPA. Prior to re-development, AFP West, through its contactor Wasatch Environmental, has proposed to collect soil and groundwater samples to determine the nature and extent of contamination. Upon defining the nature and extent of contamination, the data will be used to complete a risk assessment and evaluate land use options as
defined in Utah Administrative Code (UAC) R315-101. Division staff visited the site and discussed the SAP with you in several meetings. As indicated during the meetings, the proposed sampling is the first step in determining the nature and extent of contamination, and
additional sampling will likely be needed at a later date. For example, it does not appear the SAP includes sufficient surface soil samples, subsurface soil samples in the groundwater contamination source area or soil gas samples to fully evaluate risk, land use options and the need for a soil removal in the source area.
Division staff also located several reports prepared by Anderson Geneva (AG) and others containing sample
results and other information about the Parish Chemical property. These reports were provided by email to Wasatch Environmental. In the report of sample activities related to the proposed SAP, please address all the sample data and other information that has been collected at Parish Chemical by EPA, AG and others. Existing data indicate Parish Chemical as the source of a large groundwater contamination plume that
extends onto AG property. (Over)
The Division understands work has begun at Parish Chemical to remove the structures. This work may make sampling more accessible, but please be aware that any contaminated soil, waste or water must be managed properly. Please also make note of the location of any contamination (stained soil, etc.), previously unknown
features (underground tanks, etc.) discovered during demolition and existing groundwater wells. The SAP is hereby approved. Please provide the Division with a seven-day notice prior to performing the sampling so my staff may have an opportunity to oversight the effort.
