SUBJECT: Request for Regulatory Oversight

As discussed in our meeting with Mr. Brad Maulding and Eric Baden on May 1, 2018, SLC Innovation District I, LLC is
submitting this request for regulatory oversight from the Division of Waste Management and Radiation Control
(DWMRC) for a redevelopment project located at 370 West 900 South in Salt Lake City. The site is approximately
1.25 acres in size and has been used for light industrial and commercial uses. Our proposed redevelopment of the
property includes a mixed land use project including an office building, ground level retail, and upper floor
residential housing. We currently plan to construct underground structured parking, which will require excavation
and off-site disposal of approximately 10 to 12 feet of soil. As discussed below, an environmental site investigation
has identified soil impacts above unrestricted use criteria by lead and arsenic and, to a lesser degree, by
polychlorinated biphenyls (PCBs).
BACKGROUND
In May 2017, Resource and Environmental Management Consultants (REMC) conducted Phasel and Phase 11
Environmental Site Assessments activities at the subject property. The report titled Results of Phase
Environmental Site Assessment at 370 West 900 South, Salt Lake City, Utah is attached. REMC advanced six borings
as shown on Figure 1, and collected soil and groundwater samples from the borings. The samples were analyzed
for lead, arsenic, volatile organic compounds (VOCs) and the common PCB Aroclors.
Lead concentrations ranged from not detected to 7,210 parts per million (ppm), and arsenic concentrations ranged
from not detected to 1,210 ppm. VOCs, when detected above method detection limits, were below the U.S.
Environmental Protection Agency (EPA) Regional Screening Levels (RSL) for residential soils. PCBs were detected in
four of twelve soil samples; however, only one surface sample exceeded the residential screening levels.

All soil impacts were observed in the top two feet of soil.
We are requesting your regulatory oversight to approve a workplan to remove the impacted soils, review the
workplan implementation report, and issue a letter stating that the workplan was implemented as approved and
that no further actions are required. We agree to reimburse DWMCR for your oversight expenses.
