RE: 2018 Bacchus Pond Site Inspection Report
Dear Executive Secretary:
On behalf of Hercules Incorporated (Hercules), a wholly owned
subsidiary of Ashland Incorporated (Ashland), ERM-West, Inc. (ERM)
has conducted the 2018 annual site inspection of the former Bacchus
Pond site in West Valley, Utah. The site inspection was conducted to
document general site conditions and to ensure that the institutional
controls required by the Site Management Plan (SMP) are maintained
and functioning properly. The SMP for the site was approved by the
Utah Department of Environmental Quality, Division of Solid and
Hazardous Waste on August 7, 2007.
The following sections of this report document the site inspection
activities and findings.
Site Inspection
The site inspection was conducted by ERM on May 18, 2018. During the
inspection, ERM walked the entire property and visually inspected the
perimeter fencing, access gates, and the former pond impoundment
area. The storm water diversion structures on the adjacent Hexcel
property (located at the south end of the property) were also inspected.
The checklist completed at the time of the inspection is included as
Attachment A.
As indicated on the inspection checklist, the perimeter fencing was
found to be intact and no signs of trespassing were observed. All access
gates were observed to be locked during the site inspection.
The site remains vacant and is not being used for any industrial or
commercial activities. The nature and character of the land use has not

changed from previous inspections. No indications of unauthorized
activity were noted or observed.
ERM inspected the storm water diversion structures on the adjacent
Hexcel property. These structures consist of a berm and a series of
catch-basins along the southern and western property boundaries,
which are used to direct storm water flow from the Hexcel facility away
from the Bacchus Pond area. All storm water diversion structures
appeared to be in good condition and functioning properly. Surface
water was not observed in the former pond area or other areas of the
site. The former pond impoundment is intact and no signs of erosion or
off-site discharges from the site were observed.
Deed Notice
A deed notice for the property was submitted, as required by the SMP,
to the Salt Lake County Recorder's Office on September 17, 2007. ERM
contacted the Salt Lake County Recorder's office on May 18, 2018 and
confirmed with the recorder's office that the deed notice is still attached
to the property.
Conclusion
On behalf of Hercules, ERM has completed the 2018 annual site
inspection for the former Bacchus Pond site in West Valley, Utah. The
site inspection has confirmed that the site is being managed in
accordance with the SMP. No maintenance issues were identified. The
site remains vacant and no industrial or commercial activities are being
conducted on the property. ERM confirmed that the deed notice for the
site is still attached to the property.
