UTD001705029 Dear Mr. Blauer: The Division of Waste Management and Radiation Control completed its review of the trench and
surface soil sample results and the corrective measures/soil removal plan for SWMU SP-32. SP-32 is also known as the Old Rail Line (ORL). The ORL in this area is about 500 feet long, 50 feet wide and was constructed with arsenic contaminated soil from former operations at Kennecott. The Progress/RFI Report and CMP for soil removal are hereby approved.
The report indicates surface soils in the area around the ORL are not contaminated above the EPA risk
screen levels (RSLs) or the site specific arsenic cleanup level value of 30 mg/kg. The Division concurs with this conclusion, but notes that, although arsenic in two surface soil samples exceeded 30 mg/kg, the 95% UCL for arsenic in surface soil was 27 mg/kg. It is also noted that thallium was detected at concentrations slightly above the RSL value in four of 19 soil samples, but thallium is not considered a
site contaminant.
ATK has indicated the contaminated soil will be removed in June 2018. Please provide the Division with seven days’ notice prior to initiating the removal activities so that my staff may oversight the effort. In addition, the Division would like to visit the ORL following soil removal and before confirmation sampling.
