COMPLIANCE ASSISTANCE VISIT
CREDENTIALS
On March 29,2018, the inspection team (team) met with and presented credentials to KenHepworth with Metal Finishing Inc. The inspection was conducted in concert with SaltLake County Health, Salt Lake City Fire and the sewer conservancy district.
PURPOSE AND SCOPE
The purpose of this Compliance Evaluation Inspection (CEI) was to evaluate the Facility,swaste management practices for compliance with applicable rules under R315 of the UtahAdministrative Code (the Rules) and the Utah Solidind Hazardous Wasre Act t9-6-101.
FACILITY DESCRIPTION AND WASTE MANAGEMENT OPERATIONS
This inspection was conducted because of a complaint that the local fire department hadresponded to the day before regarding noxious chemical vapors. Metal Finishing Inc. and
T 'UX Catering and Events share the same building. A shodiy wall with a single layer ofsheet rock separates the two businesses.
Metal Finishing Inc. is a small business that cleans and then finishes metal parts primarilywith powder coatings, The business generally uses toluene to prep the parts beforeapplying the powder finish. The problem is that their toluene vapors are poorlycontrolled and waft through the poorly constructed wall nauseating the f-iJx cheringemployees during the parts cleaning process.
With respect to waste management issues, it appears that Metal Finishing Inc. is a verysmall quantity generator. The inspectors notedbne 55-gallon drum of waste solventmaterial that has reportedly been on-site for about three years. The drum was closed andin good condition.
The company has a vapor degreaser that is reportedly rarely used and a number of diptanks that can also be used to clean smaller parts. There are chemicals on-site that can beused to refresh the tanks and a drum of Trichloroethylene for the parts degreaser, all of
which are considered to be products and not waste.
The business retains the ability to spray paint parts as well, if necessary, and also has a
small solvent distillation unit to recovery their used solvents.
The company has azero discharge permit from the sewer conservancy district and uses
an evaporator to dispense with their waste water should they generate any.
Ken Hepworth is Keith Hepworth's son. Keith reportedly passed away last year and Ken
stated that he was trying to keep the business running for his mother's sake.

The business has reportedly been sold and the new owners are supposed to take over
sometime later in April.
COMPLIANCE STATUS:
At the time of the time of the evaluation, it appeared that the Metal Finishing Inc. was a
very small quantity generator and in compliance with applicable rules.
FOLLOW.UP ACTIONS:
The Division should keep this business on an inspection schedule. If they were to clean
house or ramp up production their generation rate could increase. Although they did
appear to be in cbmptance at the time of the evaluation they could do a better with their
housekeeping.
