DS}tW-ZotB-00'6757 Wood Environment & Infrastructure Solutions, Inc. (Wood), formerly Amee Foster Wheeler Environment & Infrastructure, Inc., was retained by Illinois Tool Works (ITW) to perform a Phase II Environmental Site Assessment (ESA) at Six States Distributors located at 3269 Pennsylvania Avenue in Ogden, Utah (Figure 1) in 2009. The property was developed prior to 1975 as agricultural land with the current buildings appearing between 1975 and 1978. Six States Distributing leased the property in 1978 and has utilized the buildings for semi- truck maintenance. The site address appeared for the first time in the city directory in 2002 for Six States Distributing Inc. ITW acquired Six States Distributing in 2008. The Phase II ESA assessment was conducted to investigate the potential for releases and subsurface impacts associated with historic operations as a maintenance facility, including the use of oils, lubricants, solvents, paints, and cleaning related chemicals. A total of 10 sample locations were investigated at the property and are shown on Figure 2. Groundwater was not encountered during the subsurface investigation to 20 feet below ground surface (bgs) and is anticipated to be greater than 60 feet bgs. Therefore, only soil samples were collected during the Phase II ESA investigation. Soil samples were analyzed for volatile organic compounds (VOCs), polynuclear aromatic hydrocarbons (PAHs), total petroleum hydrocarbons diesel range organics (TPH-DRO), TPH oil (TPH-ORO), and TPH gasoline range organics (TPH-GRO) using EPA methods 8260B, 8310, and 8015B. The analytical results from the samples collected have been compared to the Environmental Protection Agency (EPA) Regional Screening Levels (RSL) for residential soils from November 2017 and are provided as an attachment. Analytical results show that concentrations are below the November 2017 EPA RSL for residential soils and are shown on Tables 1 through 3. Based on the historic property usage and Phase II ESA performed by Amec Foster Wheeler the follow conclusions and recommendations are presented: 1) The site is zoned for industrial use and future land use is intended to remain the same or of similar type. 2) Impact to soil is not an exposure risk and groundwater was not encountered, therefore Wood is requesting a "Corrective Action Complete" letter with no controls be granted to ITW. This report is covered by the limitations set out below and it is for the exclusive use of ITW. No other use of this report in whole or in part except as directed by legal jurisdiction, is allowed without written approval of ITW and Wood. Use by any unauthorized parties is at the sole risk of the user. The findings and opinions presented are relative to the dates and the limited scope of our site work and should not be relied on to represent conditions at substantially later dates or beyond the limitations of the approved investigation. The opinions included herein are based on our experience and information obtained during the study. If additional information becomes available which might impact our environmental findings, we request the opportunity to review the information, reassess the potential concerns, and modify our opinions, if warranted.
