(Wood) formerly Amec Foster Wheeler Environment & Infrastructure, Inc. was retained by Illinois Tool Works (MN) to perform a limited soil excavation at Six States Distributors located at 2173 West 850 North in Cedar City, Utah (Figure 1). This assessment included field activities and sampling as proposed in the Cedar City Scope of Work dated September 2016 and accepted by the State of Utah Project Manager, Rocky Stonestreet, with the Utah Division of Waste Management and Radiation Control (DWMRC), in a letter dated June 10, 2016. PROPERTY DEVELOPMENT AND HISTORY The facility is 3,750 square feet; aerial photographs indicate the property was developed sometime between 1993 and 1997. The property has been leased since 1999. At the time a Phase I inspection was conducted in 2008 and 2009, exposed soil was observed in the yard area. The exposed soil may have been associated with the recent installation of a new water supply line for the facility. Used oil was also observed stored exterior to the northwest corner of the building without secondary containment; new fill was observed near the drum storage area. Some of the soil was stained in the area of the used oil storage. Used parts were also stored outside in the northwest area of the property. These outside storage practices had been eliminated by 2015. The property slopes to the south and west away from the building. OBJECTIVE A Phase II ESA assessment was conducted in 2009 to investigate the potential for releases and subsurface impacts associated with historic operations as a maintenance facility, including the use of oils, lubricants, solvents, paints, and cleaning related chemicals. Findings of the Phase II ESA indicated prior soil staining at the northwest of the building with elevated concentrations of Benzo[a]pyrene and Dibenz[a,h]anthracene. The objective of this soil excavation was to remove stained soil identified during the Limited Phase II ESA in 2009 and collect confirmation soil samples to determine that impacted soil had been removed below screening levels. FIELD ACTMTIES Field work was conducted on November 3, 2017 and March 3, 2018. A total of three, SS-CC1-N, SS-CC1-5, and SS-CH263, soil composite grab confirmation samples were collected and analyzed for volatile organic compounds (VOCs), semi volatile organic compounds (SVOCs), and/or Resource Conservation and Recovery Act (RCRA) 8 Metals using Environmental Protection Agency (EPA) methods 826013, 8270C, 601013, and 7470A, respectively. Additionally, one sample, SS-CH263, was analyzed for Chromium III and IV using EPA Methods 3060A for Chromium VI and Chromium III calculated. SAMPLING METHODOLOGIES The excavation of stained soil was completed using shovels and pick axes, as the amount of stained soil was minimal. A photoionization detector (PID) was used to guide the excavation and ensure removal of impacted soils. Soil with a PID reading above 25 parts per million was excavated and containerized in a steel 55-gallon DOT approved lock top drum. After the stained soil was removed, two soil confirmation composite grab samples were collected from the sidewalls and bottom of the excavation area. The samples were labeled SS-CC1-N, SS-CC1-S, and SS-CH263. The soil samples were placed in a cooler and chilled to 4° Celsius. A chain of custody accompanied the soil samples which were shipped via Fed-Ex to ESC Laboratories, a Utah certified laboratory, for analysis. The composite confirmation soil grab samples were analyzed for VOCs, SVOCs, and RCRA 8 Metals. The excavated area was not backfilled at the time of completion. The excavated area will be backfilled once a "Corrective Action Complete" letter has been received. INVESTIGATIVE DERIVED WASTE Excavated soils were placed in a 55-gallon DOT approved lock top drum and stored on-site. Disposable sampling equipment and personal protective equipment were cleaned, bagged, removed from the investigation area, and disposed of as non-hazardous material. DEVIATIONS No deviations were noted during field activities. ANALYTICAL RESULTS Soil and groundwater analytical results were compared to the EPA Regional Screening Levels (RSLs) from November 2017 for industrial soils. The analytical results are discussed in greater detail in the sections below. Laboratory analytical reports are provided in Appendix A and Figure 2 shows excavation location. Soil VOC Analytical Results A total of two soil samples, SS-CC1-N and SS-CC1-S, were collected and analyzed for VOCs. Concentrations were below EPA RSLs and are shown on Table 1. Soil SVOC Analytical Results A total of two soil samples, SS-CC1-N and SS-CC1-S, were analyzed for SVOCs. Concentrations were below EPA RSLs and are shown on Table 2. Soil RCRA 8 Metals Analytical Results A total of two soil samples, SS-CC1-N and SS-CC1-S, were analyzed for RCRA 8 Metals. Concentrations were below EPA RSLs and are shown on Table 3. Soil sample SS-CH263 was collected on March 3, 2018, and analyzed for Chromium III and VI. Concentrations were below the EPA RSLs and are shown on Table 3. CONCLUSIONS AND RECOMMENDATIONS Based on the historic property usage and Limited Phase II ESA Addendum performed by Wood the following conclusions and recommendations are presented: 1. The Site is zoned for industrial use and future land use is intended to remain the same or of similar type. 2. Arsenic is present in soil above EPA RSL, however they are at or below acceptable background concentrations established by the Utah DWMRC Project Manager for the area. 3. Impacts to soil is not an exposure risk and groundwater was not encountered; therefore Wood is requesting a "Corrective Action Complete" letter with no controls be granted to ITW. LIMITATIONS This report is covered by the limitations set out below and it is for the exclusive use of ITW. No other use of this report in whole or in part except as directed by legal jurisdiction, is allowed without written approval of ITW and Wood.
