WASATCH APR 9 2018 ENVIRONMENTAL Mr. Ryan Heath Cottonwood Residential 6340 South 3000 East, Suite 500 Cottonwood Heights, Utah 84121 and Mr. Silas Campbell, LEED® AP General Services Administration Public Buildings Service Denver Federal Center, Building 41 Denver, Colorado, 80225 April 5, 2018 Project No.: 2201-001E DSI-N-2,01(5 - 00327E) SUBJECT: Subsurface Features and Soil Removal, Investigation, and Confirmation Sampling Report Former GSA Motor Pool Property 330 East 200 South Salt Lake City, Utah INTRODUCTION On behalf of Cottonwood Residential and the General Service Administration (GSA), Wasatch Environmental, Inc., (Wasatch) has prepared the following Subsurface Features and Soil Removal, and Investigation Report for the former GSA Motor Pool property, located at 330 East 200 South in Salt Lake City, Utah (site). Cottonwood Residential is under contract to purchase the site from the GSA. The underground features were removed in two separate events. During the first event on October 3 through October 6, 2017, E.T. Technologies removed six underground vehicle hoists. On February 7 through 13, 2018 during the demolition of the Former GSA Motor Pool building by Nelson Brothers, E.T. Technologies/Nelson Brothers removed the additional underground features, including the abandoned in place underground storage tank (UST), two oil water separators (OWS) and a trench drain. Three areas associated with former fueling operations were further investigated, including the North Fuel Island, the South Fuel Island, and the location of the former 10,000-gallon UST referred to as the South Tank Pit. These features are shown on Figures 1 and 2. BACKGROUND Many environmental investigations have been conducted on the site by Wasatch and others. Wasatch reviewed a Phase I Environmental Site Assessment (ESA) for the site, dated March 19, 2013, prepared for GSA by ERO Resources Corporation. Additionally, Wasatch reviewed a Limited Subsurface Soil and Groundwater Assessment, dated September 21, 2016, prepared by Gordon Geotechnical Engineering, Inc., for Cottonwood Residential. Wasatch also reviewed a Phase I ESA, dated August 24, 2016, prepared for Cottonwood Residential by Partner Engineering and Science for the east adjoining Big Lots property. Prior reports document the presence of a former dry cleaner on the east adjoining property, and the Gordon Geotechnical reports confirm the presence of the dry cleaning related contaminants on the subject property. Wasatch conducted a Limited Site Investigation in November and December 2016, which included the installation of monitoring wells, collection of sub-slab vapor samples, a ground penetrating radar survey, direct push soil sampling, and direct-push groundwater sampling.
