Weston Farms Brett Dayley, CARNE I (208) 219-3805 Kevin Schroeder, CARNE I (208) 670-0766 Inspection Patrick Sheehan, Utah DEQ, DWMRC Brett Dayley, Carne I Corporation 8:45 am/10:40 am 63 degrees F at 8:45 am, high clouds None Patrick Sheehan REPORT NARRATIVE: Weston Farms has had an approved Plan of Operations since 2OO2 to land apply milk and food processing plant byproducts and wastes on its agricultural land for beneficial uses. Weston Farms is located just north of Interstate 84 near Howell, Utah (see attached aerial view). The farm application sites are located along Interstate 84 near exits 20, 24, and26, and there are approximately 9,075 acres available for land application, with approximately 640 acres irrigated. Alfalfa and other crops are grown and harvested. CARNE I Corporation (CARNE I) coordinates the delivery of food byproducts and wastes to the fields. The material is land-applied via several methods: splash plates, spreader bars, gated pipes, and a distribution gun and reel system. CREDENTIALS, PURPOSE AND SCOPE: Patrick Sheehan met with and presented credentials to Brett Dayley at the parking area adjacent to Exit 24 off Interstate 84. Mr. Dayley then directed the inspection to individual fields to review current conditions. MANAGEMENT ACTIVITIES AND OBSERVATIONS: CARNE I is currently coordinating field application in several locations on two fields: Field #8. Field #3. and Field 7. Field #8. The north and east portions of Field #8 are accessed via county road, and trucks are utilizing distribution pipes and the gun and reel system on the north end to deliver whey material to this field. This portion of the field is being utilized for whey distribution, and the field is also being tilled to ensure incorporation of the material (see figures 1-4). In addition, Carne I is currently directing trucks to the south end of Field #8, as the field is dry enough for the trucks to drive into the field and land apply food byproducts to the field. Mr. Dayley stated that they are currently applying noodle byproducts to this area, and that they are disking the portions of the field where food byproducts are being applied on a daily basis. However, this field has hundreds of gulls that appear to be attracted to the noodle byproducts (see figures 5- 8). In order to alleviate this nuisance, Mr. Dayley stated that he personally tills this field every Tuesday and Thursday, and another Carne I employee tills the field on Monday, Wednesday, and Friday. As can be seen in figures 7-8, after the material is tilled into the soil, there are no obvious food byproducts, but the birds are still attracted to this area. Mr' Dayley stated that Carne I would divert loads for one week to Idaho, to determine if that will dissipate the birds. Field #3. The east end of Field #3 has a reel and gun system set up and whey material is being applied to this field (see figures 9-10). During the inspection, the soil had a crust on it, and some pooling had occurred in areas where a crust had developed. Mr. Dayley stated that he would ensure disking of this field to alleviate the pooling issue. Field #4. Field #4 is east and adjacent to Field #3 above. Field #4 had whey marerial applied to it in 2017, and, this field was planted and currently has a crop growing on it. As can be seen form the photographs (see figuresII-I2), the application of whey material appears to have been beneficial, as these fields appear to have significant growth improvements compared to fields that have not had any whey application. Field #7. Field #7 is located south of the Blue Creek exit off Interstate 84. Trucks drive up an access road to this field, and this field has another gun and reel system set up near the road (see figures 13-14). This field has had whey material applied to it recently, and there were no issues observed. SUMMARY: The inspection revealed that the fields where whey material was being distributed by reel and gun appeared to be in order. However, the noodle byproducts applied to the south side of Field #8 have become an attractant for gulls. Carne personnel are frequently tilling the soil in this area, but the tilling has not discouraged the birds. Mr. Dayley stated that Carne would divert noodle byproducts to an Idaho location for one week in an attempt to mitigate the bird issue.
